Over the First Wall--He Gave Up Like a Tired Lamb--Walk- ed Down Aw Open Road. The convict Charlabran has had all the escape medicinp 'he desires," and re- turned to prison cheerily, with a no- toriety he does not dislike, After he had Towered himself from the window and hauled himself up the wall he was, as he described it, "tuckered out, and felt like giving in then, as being a life prisoner he could not be pun- ished except by restrictions. But the sight of two guards on patrol in the yard called for hasty decision and he dropped down into' Kingston's free air. The pursuit of prison guards or do- minion police was not expected by him, so he took only ordinary pre- cautions regarding his movements in Leeds Front. He did not anticipate much difficulty in escaping until after he had stolen the clothing from Cap- tain John Carnegie"s residence, Then it slowly ay on him that the theft would be his undoing, and that the farmers would run him* down for it.-He lost heart and, as a matter of fact, walked down an 'open road knowing he was being interviewed by men who were endeavoring to detain him till the constable arrived. He gave himself up like a lamb, tired wf hiding and of bush life. UNDERWRITERS' DEMANDS --- Again Bring Up Municipal Insur- ance Question. To comply with the demands which the underwriters intend to make upon the city with regard to increased fire protection, would cost probably 850, 000. The installation of the extra main they ask would mean the laying of a large amount of 'pipe on every second block down:town. The object of the main would be to give greater water supply, not power. Then the underwriters will ask that another en gine and fully double the 4uantity of hose be added to the fire department. To supply the additional water, an additional vump would have to he added to the waterworks, The. citizens do not take kindly to the underwriters' demands. No matter what improvements are made in. the fire department, the underwriters nev- er have any concessions for Kingston in regard to lower rates. No matter how improved the fire service, and how low the fire loss here, this city is for the losses elsewhere. 1 improvements are to be made, the city council should see to it that come concessions are got in returm Perhaps this additional demand of the underwriters will cause the council to more seriously consider the question of municipal insurance which could easily be adopted in a city like Kina- ston, whose buildings are pretty sefe from any large conflagraticn. The fire loss hers in the past ten years has bern degidedly small--the smallest on record of Canadian cities and {owhs. ---------------- TO PURCHASE AN ORGAN.
