There Was a big turnout, each well up to strength. citizens watched the drill on the field. Something seemed wrong with the lights, it being nearly nine. o'clock before they shone forth and the soldier boys did , their man- oeuvring 1 in the dark. At best the lights do not illuminate the field with any degree of brilliancy. Reflectors at the back of the arc lights would add. materially, The small boys, those troublesome youths against whom, the week' previous many complaints were ! registered, for disorderly conduct and. boisterousness, were present in squads and regiments, but behaved themselves in better form anc' the soldier boys bad no difficulty in hearing the com- mands. The presence of several conm- stables probably had the desired ef- fect. But the crowd was fooled. It had been 'expectec' that the 14th hand would give a few selections, hut immediate- ly following the drill the regiment marched up Barrie street, proceeding to 'the armouries. MARINE INTELLIGENCE. Unquestionably "in 'the matters of and initiative municipal govern- ment in Ontario is a failure. Instead ing earnest Je when there 'is a widespread" to improve King- ston, the city council and its commit. tees are the chief discouragers. So far from being ex ) , they have no desire to prove Ives even the natural guardians of public property; have to be goaded into service, it takes months to accomplish the ordinary repairs 'and street dressing, requiring a few days. The summer' will be well on ere the gun carriages in the park will be re- red, or some Gf them replaced on the bases from which they were eject- eda year or 'more since. The council can enforce the painting of electric service poles in' the streets, their own i and: the red panics': Do they care to do it: Should not the issioners have had vards inspecied ere this, and should not the city council have clear- ed up a dozen improvised 'nuisance grounds ? Should not the grass- edges on the streets he at once trimmed straight, 'an inexpensive but telling job? Should not 'the personal efforts of citizens in kéeping a boulevard, like that opposite the long row on Clergy street west, be supplemented by a city trimmer and grader ? Should not some of the unsightly collections of refuse bordering the railway track into town he declared nuisances ? Toronto got legislation and authority to reguldte "storage of sec- ondrhand'sguff, housefl or otheryjse, also to protect fine residence sections from factories, butcher shops and stores. Why is Kingston authority so nerveless ? : . Prof. Shortt quoted irom the "first Kingston newspaper, under date of 1810, evidences of missing pride and desire to improve; 'clearly the spirit has lasted a century. A citizen then wrote calling for three definite im- provements. The, 'answer 'was that to put stone flags on the streets would be ~ catering to the unnecessary dain- tiness of a dandy afraid of mud spots on his boots; that'éil lamps in the streets were uncalled-for, as citizens should remain' in their houses after darkness set in; and that to plant trees in the streets was silly, because they were putting in hard times, in clearine 'the surrounding country trees, Does any one recogmize the stick-in- the-mud spirit ? - Ex-Alderman = Walkem recalled his proposal a few vears since, to have a few corporation workmen, industrious workers, over sections of the city, to keep the streets trimmea, encouraged by a bonus. Alderman Tove made a proposal of the same kind, but the council turned both propressists down. A man was put on for a few days a year later. He trimmed the grass cdee on Barrie street, cleaned up the drive- way, filled the low spots with mate- rial cathered in the dressing wp. The improvements was striking. Was the example of anv avail ? No. The aldermen have had four' months of entertaining debate, which has an absorbing: interest. Suppose they call a truce and hold one meetine with n improvement desire? The citizens would soon rise and call them blessed. The miotto for every alderman as well as every owner of property is short-- Don't be a clam! Will Name Be Changed ? "Citizen" asks: "Is the Frontenac Historical Society taking any decided action in an endeavor to have the name 'City Park' changed to 'La Salle," as suggested by W. 8. Ellis, at the C.I.S. meeting last Friday night ? The suggestion seems a good one, par- ticularly, as in no way does Kingston commemorate one most prominently connected with the city's early his- tory." Mechanics, Farmers, Sportsmen. Just a few months James y filled with sorrow. It death would claim the bright little girl. To-day this gloom is ¢ to joy. The little one is no longer ill, but is now bright, active and happy. Dr. Williams' Pink Pills brought this change after three doctors had failed. Concerning, this illness and cure, Mrs. Beers says; "At. the age of six my little girl became very ill. At different times for the next year and a half three doctors treated her without benefit. She was terribly rum down and her blood was nothing but water. Then dropsy set in. She would swell so that her clothes were much too small for her. Her legs and feet wore nearly twice their natural size. To make her tor- ture worse, rheumatism set in. Her state was pitiable. Sometimes = we thought she could not live much long- er and for thrée months she could not walk a step. To touch her was to cause her the greatest agony. The doctors were baffled--they could do nothing for her: and as a last resort we began the use of Dr. Williams' Pink Pills. She took the pills several weeks when we saw there was a slight improvement. The improvement gra- dually became more marked and by the time she had taken twenty-one boxes her cure was complete. It is now nine months since she took the pills and she is now as well as she ever was and °goes to school every day. I cannot speak too highly in favor of Dr. Williams' - Pink Pills for I feel they saved my little girl's life." Hereafter, to the oft-heard street phrase, "Don't walk so much, youll wear out your. shoes," one will be apt to give second thought, if as is threatened, the local shoemakers ad- vance their prices for cobbling. The shoemakers of the city have been put- ting Shei heads together and thinking Shoe- a good 1, since the wholesale leath- er manufacturers put a higher price on their goods. By the first hand peo- ple, it is claimed that for some time | now skins have 'been scarce, and as a result, dearer. The higher price must be met, until finally it is the man on the street whose jean pockets are af- fected. In Toronto and Hamilton, the high- er price has already' become noticed. The Kingston cobbler feels it only right that he too should raise his price, to meet such 4 raise, as for in- stance, is noted in his "taps" (the leather for soles of shoes) from 25c. a dozen, the price a year ago, to 40c. a dozen, to-day. This is but an -ex- ample as all leather has taken a rise according to the quality. A meeting will shortly be held when the city cobblers will agree on a gen- eral rate to be fixed for the repairing of Kingston's number threes and tens. It is thought the schedule will run something as follows: Men's sewed soles from the 75¢. now, to 90¢c.; nail- ed soles, 50¢. to 60c.: heels from 25c. to 30c.; boys' soles from 60c. to Se. Henry Cunningham, tuner from STREET NUMBERING IS VERY IRREGULAR IN THIS : CITY. a life..of hat | Confusion Often Arises--The Num- bering on Many Streets is Not 'Continuous As it Should Be. A stranger in Kingston finds the numbering of the streets his greatest trial. He may in many instances wan- der hopelessly and return to his com- mendement point as wise as when he started on his journey. There are. few streets (Princess may be said to be one of them), that are correctly num- bered from one end to the other, De- livery boys run up against this prob- fem frequently. Bagot street proves one of the ave. nues which tum piafiy a one's hair white, when he sét out to find a cer- tain residence, etc. The numbering be- gins in the centre and goes either way. Main street 'hay 'two "Nos.25,"" A striking peculiarity is evident on the West side of Albert street. Just north of Union, is "No. 230," next-door, "No. 32," -strikes one's eye, while next again is-*'No: 218." Quite novel! - Charles street presents many dupli- cates in number, and on the same side of the street. Following Frontenac street from Earl to Brock, one passes from No. 81 to 167, but across Prin- cess street, and continuing the num- bering picks up at "6" and mounts up for the next couple of blocks. Throughout the town, however, the terraces prove the worst offenders. For example fake, say "Brown's Terrace," Dash street, on the fourth block, we find the residences bear the numbers 1, 2, 3, 4, 5, ete, to the lencth of . the row of buildings. This is most confus ing. To be correct the first house in the block should number from the last in the previous street block, say "No. 10," --then 42, 44, 46, ete. There are many other evidences "toa numerous to mention." And 'how many homes bear no distinguishing number what- ever ? Street numbering introduces subject "of naming. All the streets, more or less, bear their titles on at least two of the street corners, at least sneaking of the principal streets. But there are avenues in town upon which one mav walk. and yet look in vain on the cor- ner house or store for the name Sign. 0! more progressive cities, when new name signs are to be put up. they might he put om littlesiron poles on the corner of the curb. ------------ Your Overworked Back. KIDNEY DISEASE ON THE INCREASE But Prevention and Cure Are Readily Obtained by the Use of Dr. Chase's Kidney-Liver Pills Recent reports of the New York Poard of Health prove that the mor- tality from kidney disease is greatly on the increase. Bright's disease as well as the other dreadfully painful forms of kidney dis- case can usually be prevented and curd by giving some attention to the diet and to the activity of the!lver and kidneys, Excesses in eating and the use of al- coholic drinks must be avoided, and the filtering organs can best be kept in good working order by the use of Dr. Chase's Kidney-Liver Pills.
