proportion of them. is that the scholars, compelled ool, cammot thrive men- "ate properly nourish- many hail from homes which the necessaries of life, ven demonstrated, before the experiment take the study required of them. So the school board supplies not mmly books and stationery but food, and the expense will be very great. The question follows :1 If it is meet and proper that the young should be fed, why not clothed ? Paternalism 'mows no limit, and the wants of the poor are very great, And yet there is 1 danger of - this paternalism being overdone. The state is kind in com- ing to the relief of the parents and in doing so wgll what they should un- lertake and fail to do. There are men and women who have no compunction about turwing over to others the duties they #hould per- form, and who are not at all sensi: five about the stranger assuming the obligation that belongs to them. The children are not ecomscious of the dividing line between home and state vxactions, and they sometimes become the less thankful in proportion to the favours they receive: London, for a quarter of a century, has been studying the problem of how to keep the poor so that they will appreciate it and profit by it the most. And poverty grows apace. Mrs, Hugh Price Hughes, widow of a great Methodist preacher, says that in view of the dreadful conditions which exist the marvel is that some people are not worse than they are. Put. the problem of lifting the masses remains. The men and the women, | thousands of them, are wedded to Lh Jarwick Bros. J and so it attempts the work of feed: ing and educating them, and fitting them physically and mentally the better for the struggle of life. It is a noble mission, and the experiment will be watched with interest. Graft On The Increase. A feature of the railway rate bill, 80 recently passed by the United States senate, is the amendmeiit which makes it unlawful for common carriers en- gaged in interstate commerce to transport articles, manufactured or mined by themselves, or by their au thority, and in which they have a dir- ect or indirect interest. It was charg' od in papers and magazines, that the senate was in the keeping of the great corporations, that by reason of many personal, political and financial complications, the appeals, of the pre sident would fall. upon deaf or indif ferent edrs. ' ¥ Had the revelations which are now foming out, and affecting the business and official relations of the Pennsyl- vania company with the mining com- panies, ocourred sooner, force point would have been given to the great indictment. As it is, realizing how deeply the management of Am- erica's leading railway has been in- I fMuenced by graft, the moral is that the rebate Lill went through so easi- ly, and that it contains provisions so rastic and so directly aimed at the grosser sins. It is true that the com- pany, as such, has not been involved in the awful shameless scandal ; hut its official life was permeated through and through with the spirit of graft, The head of the company, rich and independent and honorable, a sentative of America's capitalists, is free from the current taint, hut his son has been afflicted with the discase and the contagion has spread through every department of the business, and this was openly and brazenly comfss- | ed when the interstate commission put on the screws. The admissicn - of one of the fallen is ~ characteristic of the lot: "If there was money to be given out 1 was there to take it." Upon this incident' the press has commented and the conclusion is that the politician will now have some ex- ,cuse for his plundering and pillag- ing. Graft has been rded as . the peculiar exotio of _vulgax public life ; ybut here it is in Busipess life, and un- | der circumstances hich suggest that there is no division or class in the community quite exempt from its 'thraldom. Saskatchewan legislature, desired should go through, in the interest of justice to the province and to Judge Prendergast. The jullige had been scandalously abused. His integ¥ity and interpretation of the law had to be cleared. With great unanimity Mr. Haultain and his lieutenant, Mr. Brown, said they believed the judge was correct in his reading of the law, he. was above reproach, and "no one worthy of notice had attempted to cast a §slur on him." Considering" that his chief assailant was Mr. Rogers, of the Roblin government, this reflection particularly noticeable. © "No man could truthfully say anything against the honor of Justice Prendergast," said Mr. Brown, "and there is no necessity to ask the court en banc to give a decision in order to vindicate his character." Will the. political hacks and critics, who were very offensive in their dis- eussion of the Prince Albert cases; vo vise their opinions ? They certainly ought to do it. Assailed By An Assassin. Thd wedding festivities at Madrid have been spoiled by the bomb-throw- er, who will probably twin out to be a lunatic. There are more crazy peo- ole av large than any one supposes, and some of themi are not even sus- pected of mental degeneracy. The man of Barcelona may hardly be able to tell what _took him to Madrid, and what possessed him to seek the life of the young king and his bride. Like the one who killed the empress of Austria, and the one who dred at President McKinley, and all the poor fools that are ready to com- mit some desperate act in of excitement, there is n. this outburst of frensi ate. Spain has not, like Russia, been ical gov- ernment. The Spaniards like their "ing, and have watched his develop- ment into manhood with conspicuous pride. His choice of 5 bride seemed to lease his people. The capital never Yas #0 gay as on this occasion. The masses seemed to be intoxicated with joy. At the moment the bomb exploded the populace were exhibiting their pleasure in loud huzzes as the wedded couple passed along. The dastardly crime cast a eloom aver the city, and king 'and queen, des- dite their bravery, musi feel greatly depressed. 1 pot free to go about un- harmed, if made priéoners like the czar of Russia, if made to feel that their lives are menaced by madmen, what happiness can they have? Up casy, indeed, is the head that carries a crown. It will probably he found that the assassin has no reason to do evil to the royal couple, hut that he is the un- fortunate instrument in the hands of some' nefarious organization, and that it seks notoriety in murder. He expiate his crime in due course, the malicious thing he may remain to will but sought to serve perpetuate its work. -- Editorial Notes. Mr. Roosevelt has been using the muck rake himself. London, June 2.--~The two new Cun- ard liners which are being built with the $10,000,000 lent by the govern: ment, are fast nearing completion, and one of them will soon be ready for launching, while the other will # be launched next month. They will be named Mauritania and Lusitania and will be the largest ships the world has ever sen. Each vessel will have a gross ton- nage of 33,200 tons, while they are G0 feet longer than any other liner afloat. They are 88 feet in beam and in this respect are the first to surpass the (reat Eastern, which was 83 fect in breadth. They will each have accom- modations for 3,000 passengers and carry a crew of 800. They will be propelled by turbine engines capable of devcloping 80,000 horsepower, and are expected to travel at a minimum speed of 24 knots an hour, Marine engineers predict that the two vessels will be the steadiest ships on the ocean. They will be fitted in a manner equal to the most gorgeous modern 'hotels. The decorations will consist of reproductions 'of the great- est works of art, while a system of elevators between the various decks will provide for the rapid transit of the passengers from one part of the «hip to the other, ous apartment, 125 feet long and 50 feet wide, and will comfortably ac- persons at one meal.
