maging Director. THE Dal Brantford, which is going aheaa with a rush, has under consideration the question of assessment, and the man- ner in which it shall apply to the manufacturers. The city has had the advantage of many industries, whose employment of men has conduced to the general welfare. The aim is to re tain these industries, and to add to their number from time to time. Thy '| attraction of low taxation is deemed to be one of the best. The law of the province forbids bonusing and the strife between municipalities which it suggests. But there is a diffieulty ab- out evading the issue, about finding some way of dodging the penalty, of not observing or obeying the law. The general plan is to offer 4 fixed or flat assessment, and so permitting the manufacturers to make extensions as he pleases without interference from the assessor. This is Brantford's scheme, and it is. commended to the consideration of the council here gt a time when the question has hecome otie of préséing importance. Assessing the land fairly, free from buildings, avoids the necessity of watching every detail of a mai's progress and makes him feel that the municipality .does not put 4 premium upon business mac- tivity. Bringayour Clothes here before they go too far, as we can then | fix th-m more Disorder In The Council. There is a lack of dignity in the city council which is regrettable. The fault lies with the work of the com- mittees. It is alleged that some alder- the 'meetings. At any rate they are absent and the business of the council crops up in a manner that is not al- ways understood. ' Take the case of the walk on King street west. It was opposed by cer tain property owners when the peti- tion was sent around. Then, when the work eastward was begun, these pro- 1 perty. owners relented, and asked for the walk. The officials regorted the matter to the chairman of the com- mittee. Ho suggested that it be | re ferred to others, They agreed to the proceeding, under the circumstances, and yet, in council, there was a par- tial repudiation of the responsibility. Do men forget about some things ? What 'a war occurred when it was attempted to stop the work in an- other part of the city because the ex- penditure upon it was unwise. Sup- pose it was authorized at a previous meeting ? Do aldermen always know and remember what is done in com- mittee when by-laws are going through ? Visit the council chamber some night, reader, and see what hap- pens when by-laws concerning the con- struction of walks are going through. The council chambér is practically de- moralized. The clerk is reading, but who knows what jt is all about ? The act is legal. Is it intelligent ? The mayor is out of the chair, most of the aldermen are or the side benches, smoking, and bedlam prevails. And still an alderman was criticised on Monday because he did not check "the passing of a by-law under these culiar circumstances, The council may be disposed to imitate parliament in its personali- ties, but it ig, poor business, The man of power is the man of dignity.
