THE DAILY WHIG. '"'Opifer per Orbem Dicor." Surprise Of The Hour. A peculiar development in life insur- ance--and one of the most remarkable in this age of surprises--is the sale of the Mutual Life's English business, and amounting to about $75,000,000 of insurance, without the consent and knowledge of the company. The English manager was an Ameri- can, and a former manager in New York state. He received a jolt when the company notified him that, pur- suant to the provisions of the new New York law, there would have to be a big decrease in the expense ac- count. Certain outlays formerly per- mitted would cease, There would have to be an end of all seem- ing extravagance. The company's have to representative made some sort of protest. He had his views, and, it iy presumed that he took his 'own method of expressing them. But as they did not prevail he negotiated for the sale of the English business of the Mutual Life to the North British. The dea} hinged on two considerations, (1) that the would not be medically re-examined, and (2) that the transfer of business involved only the payment by the Mutual Life to the North British of the surrender value of the certificates. The Mutual Life is alleged to have known only of the transaction when it was complete, and it then sent the vice-president to England to see what he could do about it. The case strikes the casual reader as most extraordin- ary and inexplicable, The English manager must have possessed unusual power, and he made an unusual use risks of it. Whatever the facts the results are the same--that the' Mutual Life has sustained a slump in business that is staggering in its efiects. Life insurance is good, but its virtue is its stability, and really the experiences of the past few months and the revela- tions of 'the present are enough to MISCALLED Most Hair Value. The calling of a newspaper man to the bar of the Commons, to account or atone for the intemperate manner in which he spoke of Mr. Foster, may do some good. The member who was referred to recently as a "hooligan," wanted the indictment enlarged so as to include his assailant, A senator had accused the premier of depriving his Catholic friends of their rights by the "murderous" legislation' of last ses- sion. Incidentally the Orange order eame in' for notice, and for a time the house. was "'acain moved by the racial ory. Mr. Foster pressed his motion. He wanted the man who pictured him as the incarnation of evil brought face to faces with -him in the presence of the august assembly. The effect may be to put a break on the reporter's reckless pen. Will it put a bridle on the mem- bers' tongues ? Will Mp, Foster him- self become more civil in his speech ? There is room for improvement, keep- ing in mind the hateful speech he made about the ex-minister of the interior, when that eentleman was absent from the house and country. Editorial Notes. The preiium system--of paying a bonus for the completion of work within a eertain time, in addition to the wage--is growing in popularity. In England it is all the go. It is a great thing for the fast workmen, but it is a heartbreak for the slow man. The major part of the supplies for the Arctic were procured on the re- quisition of Capt. Washington, D.C., June S--It has been decided that the army signal corps is to develop its own wireless telegraph system. 'Lhere is an increas- ing call for this method of communi- cation at the coast artillery forts, and it is found that the installation of such a complete system as that in the Southern New York district would re- present a great cost, for which the signal corps, charged with the work of equipment, does not possess the fonds. The experts of the corps in Washington have decided to experi- ment with-a new system, buying the material in the open market and as- sembling the parts, to the end that they may have a means of wireless communication which shall answer the purpose of the coast artillery, where it| 18 used in sending messages between the target boats and the shore during the firing of the heavy guns. The sys- tem is found to be of great value in that - respect, and the signal corps people believe they can get up a sys- tem which will be as efficient as the, best of the commercial systems, which cost so much money, Ii the corps electricians are successful, this will mean a substantial loss of prospective business to the wireless telegraph com- panies,' which realized Shik, wirelure was to be extensively used along the coast in artillery communication. 0 Cc C Experienced Mothers Know, That very fow are just to children.
