The arbitration proceeding in connec- tion with the proposed expropriation of the Kingston and Perth toll road by the county of Frontenac began in the police court chamber at two o'clock Monday afternoon. In attendance were the three arbitrators, J, M. Far- rell (chairman); Dr. yan, represent- ing the county council; Cormdlius Bermingham, representing the Kings- ton and Perth Road company; T. L. Snook, W. F. Nickle and T. J. Rig- ney, legal representatives on behalf of the county, and J. L. Whiting, K.C,, representing the company. County Councillor ~ Stoness, chairman of the county toll roads committee, County Clerk Edwards, and J, D. Thompson, county registrar, with the road deeds, ete.,, were also in attendance, The chairman asked the county re- presentatives what they were prepared to pay for the road. "Three thousand dollars," replied Mr. Snook. "Is the company prepared: to ac: cept that amount ?" asked the chaic- man, "We certainly are not 1" replied Mr. Whiting, "We 'spurn the offer." The mode of procedure agreed upon was that the company should give evidence as to what they considered the road was worth; then the county would give its evidence as to what it considered should be paid for the road, and finally the company should have the right of reply. As Mr. Whiting understood that the meeting was to be on Tuesday after- noon, and members 'of the company were not present, it was agreed to first take evidence from Mr. Thom Son, as to registration of certain deeds, concerning road in question.
