Borden, Sask., July 4.--(To the Edi tor) : As we have in our district a large number of thrifty, successful farmers, who originally struck camp at the old limestone city. I concluded that perhaps a line would not be amiss, just to show what has been done and can be done in this favored Canadian west. Under the most liberal and equiptable emigration policy that was ever introduced, our country, and particularly this district, is being rapidly settled with a superior class of farmers, and where a few years ago nothing could be discovered by tra- velers but the boundless prairies, dot- ted here and there with beautiful groves, and nestling along side pretty little lakes, to-day we see substantial farm houses, great fields of waving grain, and black streaks stretching as far as the eye can reach, of newly ploughed land. Borden our market town, on the main line of the Canadian Northern railway, and in the bend or elbow of the great Saskatchewan bids fair to be the principal business centro be- tween Humbolt and Battleford, a dis- tance of 150 miles. Borden is the first town on the north side of the river, consequently, owing to the bend, has a larger area of agricul tural lands other town. contingent to it than. any A year past nothing was here but a railway siding. Gloucester, Mass, July 12.--An- nouncement is made that American will not only seine for herring along the treaty or west coast of Newfoundland fall and winter, but they will be backed up by the state department at Washington. The an- nouncement is received here with many manifestations of pleasure, as it ap- peared to come frdiii wost authoritar tive sources that Secretary Root, who has been investigating matters since last fall, has reached the deter- mination as to the attitude of his department in case of trouble with the Newfoundland authorities, and that the report or decision which he has reached would be made public in a few days. While he was on his South Ameri can mission last spring Secretary Root took a vacation trip to New- foundland. Subsequently the United States fish commissioner's schooner Grampus went to Newfoundland, with a representative of the fish commis: sion on hoard, ostensibly to study the course of mackerel after passing Cape Breton, but really to watch pro- ceedings relative to herring catching. Acting upon reports 'which he receiv- ed and his own observations and on his interpretation of the treaty of 1898, it 'is understood the secretary has complete understanding with Roosevelt as to how far he miav go in the matter.
