Pekin, Nov, --An imperial edict providing for the re-organization of the government was published in the Oficial Gazette vesterday. The edict, after referring to the pre- vious command that the nation pre: pare for a constitution, outlines many changes in the administrative system, such as the consolidation of various boards, the creation and abolition of others, and the establishment of a political council whose duty shall . be to gather public opinion. The edict says these changes are made solely as the foundation for a constitution. If not found to be good they will then be changed again. It points out that the present situ- ation in China is dangerous if both high and low 'are not made to obey the laws, and it calls on the minister to act "together, in order to improve conditions, warning them that if they disobey the imperial 'commands, thus frustrating the hopes of the people they will be punished. The significant statement is made that. 'the laws. and regulations. made by the ancestors were good for their time, hut now the superfluous must ke abolished." HEARST MAY RULE. U. 8, Jackson, the successful independence leacue, can- didate for attorney-general, will" at once grant the petition. Jackson re- peatedly declared on the stump. during the campaign that Hearst was robbed of the election. Hearst as "mayor York, therefore, is an impossibili ty. Then he will' doubtless make use of his friends in the governor's cabinet to further his political ambitions, They will be expected to aid him in the ventilation of alleged scandals and abuses in the Hughes administration, and with the indemuity and industry of the various Hegrst agencies turned in this direction itis expected that Hearst will be able to keep himself in the limelight without much trouble. of Greater New HALF MILLION TO CHARITY.
