This is due to the fact that since he succeeded his uncle, to- ward the end of last year, he has not legally taken his seat, because he has not taken the oath. As the fino is $2,500 for each sitting at which he was present, or for edch vote given while not officially a member of the House of Lords, Lord Grimthorpe is in a very difficult posi- tion. There is no doubt as to his be- ing legally Lord Grimthorpe or to his being a peer, but as he has not taken the oath which is sworn by every membpr of the lords and com- mons at the commencement of the parliament, he has certainly not been entitled either to sit or to vote. Thera have been cases of the kind before, and bills of indemnity have been pass- ed by an indulgent house, but in this case it is said that the noble lord warned of his disability frequent- ly and still persisted. Lord Grimthorpe, who as Beckett was for many unionist member of the w Ernest years a House of Com- mons, should have known better. He i¥ now a member of the ministerial forces in the House of Lopds, and extra care should, therefore, have been taken that he complied with the rules. Lord Grimthorpe is liable for a very large sum, which mav run into many thousands of pounds, as the noble lord has been since the be There have, a constant attendant ~inning of the parliament. however, been no divisions on which the majoriti have been small, so the matter of a vote or two would not have altered the nation's fate. The next day when mother cat came for her bits only oné kitten accom panied her, but she took some choice morsels for the one left at, home. This continued several days, when the woman who had at first expressed in tention to get the kitten which the cat was feeding remarked that she had given up wholly the idea of securing the gray kitten. The only reliable and de pendable measure of the distribution of a paper or periodical is the number of read- able copies produced. The method adopted to dispose of the copies, or the terms upon which they 'are parted with, have nothing to do with the measurement of quantity but every- thing in determining the appreciation and esteem with which the buyers or recipients welcome © the publication, and therefore fixing or graduating the influence it can exert, and consequent ly ity value as an advertising medium.
