Lomdon, Dee. 4.--The foreign office denies the Observer's statement that Gerald Lowther will be appointed as British ambassador to Washington. A responsible official characterized the Observer's story as a remarkable wis-statement. Whoever was appoint od, he said, it would not be Mr. Lowther, When asked whether the ap pointment of Spring Rice was prob- able, he answered he could not = say, but the way in which he spoke showed he did not regard the choice of Spring In answer to a question in the House of Commons, yesterday, G. Lambert, civil lord of the admiralty. stated that H.M.S. Dominion had been damaged for a length of 250 feet through rymning aground in the St. Lawrence. : An enquiry: would be held when the ship arrived in England for repairs. When-the Hote of Lords rose past midnight. last night, after having concluded the debate on the report stage of the education bill, all hopes of a compromise appearsd to be lost, and the opinion prevailed among the opposition that the government would drop the present bill and introduce another at the next session of parlia- ment. No important concessions have been made by the oppe on peers, but; on the contrary. an amendment to clause four, which provides that the local education authorities "may" afford extended fyeilities for special religious instructidna, was carried 131 to 45, on a motion by Lord Lans- downe. * ¥ TO HAND OVER.
