Kingston disappointed the gov- ernment' in the bye-election and was hopelessly abandoned. Peterboro was liberal, and in the last election went conservative. H has been bribed to remain conservative by the gift of a Normal school. . Hamilton was offended by the or- dered removal of the Normal College to Toronto. To placate it a technicul school or college was promised in its place. Hamilton was troubled, too, by the giving of a prison labour con- tract when the people were promised that prison labour would not be hir- od out. The promise was made that this contract would be cancelled. Yet no minister, of person in the govern- ment's behalf, or with its authority, made announcement respecting the school or sollege and prison labour contract. The government can say that it did not make any pledves and cannot be accused now of breaking thome--il it does not give Hamilton a technical college or cancel the labour contract. The Whitney government will learn, {if it has not already learled. that it had better not trifle unduly with the people. 46 cammot dodge' the respon- sibility of * refusing to recognize the statements that are made in its be- | {half. Tt knew what was being said {about the Normal school in King- ston, and it knew what was said more recently in Hamilton on the college and prison labour questions.
