He criticizes the Uitizeas' League for proposing to cut off eleven licenses, arguing that "'our taverns are better managed and maore ntly conducted than those of any 'other city in the province of Ontario.' Sunnose jor the sake of areument the hote's in Kingston a well managed and decently "conducted: what has that to do with license reductioh ? The letters 1 have seen on this subject make little or no reference to the management of our hotels, though anyone, who visits certain localities on Sunday, has significent evidence from the number of drunken men he meets as to how the law is observed. This is a matter the Citizens' League, will, I have no doubt. give attention to later on. We are all agreed that the law should, and must be kept. It is not, however. the manacement of our hot- e's that is the chief reason for the reduction in the number of licenses. It is a fact that there are too many of them to meet . the city's needs and some of them exist as mere drinking places, and not for the accommoda- tion of the travellin~ public. The li e'nse act reauirrs that everv hetel shall have six bedrooms for the ac- commodation of travellers. In this re ect every tavern in Kinoston con forms to the law. but it is well-known that the bed-rooms in many of them are seldom, if ever occunied. and few. if anv travellgrs frequent the dinimo- rooms of thess houses. The only husi ness worth sneakine of in these nlaces is over the bar. When a house keene open as a hotel. and does only the business of a saloon, why should it hh allowed to continne under a law which rrohibits saloons ? A fpw years aco saloons were very commod® and had the sanction of the aw. This is not the case now. They ar: an illegal institution. and should not be permitted, which I contend is done. in svirit at least, when a tiv- ern is kept oven solely for the bar trade. It is these places the Citizens' Legeue wishes to close, and for the reison that a reduction in the num- ber of places where liquor is sold is a good wav to lessen intemperance ps exnerience has undoubtedly proved T agree with Mr. Bennett that "dr mkenness: is on effect," the 't of tco much whiskey, Crime. as he "an eficet," too: usually the result of drunkenness.
