A noble life has been closed by the death of Rev. W. R. Tandy. He in- herited the imtellectugl gifts by the development of which he gttained dis- tinction, in the college, the press, and the church. Perhaps the gure for this would be what a speaker outlined at 5 recent labour meeting. If conviet labour is to enter into competition with free labour the wages should be the same, the only difference being that 'the convict did not get his but his family when they suffered through his incareeration.. | The market might not be so atteae- | tive if the prison products had to bear the same expense as the product of the twine factories, and if convict labour is to be employed in wark which is offered freely for sale it should be under the same conditigps as those which apply to free labour. Prison lgbour must be used in some way. The health of the convicts de- mands it. Small, of the St. Lawrence Ice company, has been summoned to the police court on a charge of cut- ting and delivering ice without a per- mit. The case will come up before Magistrate Farrell to-morrow. As stated in Saturday's Whig, Dr. J. G. Evans complained about ice be- ing cut near the Cataraqui bridge and delivered to different hotels about the city, which was unfit for use. The matter was reported to the police, and on Saturday afternoon, a police officer was detailed to get par- ticulars of the case. Dr. Evans had, it will be remembered, stopped a teamster on the street, who was de- livering ice, and asked him where he had obtained the ice. The man stated that he had secured the ice near the Cataraqui bridge, and that he was de- livering it to hotels. The police found that the ice had been delivered by the St. Lawrence Ice company. Later in the day, Mr. Small took Dr. Evans down to Belle's Island, where the "ice was cut, and used on Saturday. It is stated that the ice was cut some distance away from where the sewers empty into the riv- er, and that it was as clean as could be secured anywhere, Tt is claimed that the hotels were told to use the ice only for cooling purposes, and it is further claimed that it was the fault of the driver in not explaining the whole matter to Dr. Evans and Chairman McIntyre, of the board of health, However. as a result of the investi- gation, Mr. Small is faced with a simmons.
