Berlin, April 20--While squads of police and detectives were scouring the countryside high and low for traces of thom, the German anarchists held their annual congress in open fields, last night, on the banks of the Neckar, near Mannheim. They harangued the stars from seven in the evening until two this morning. It was the climax of an amusing ser- ies of attempts on th, part of the au- thorities to prohibit the "Reds" from mesting. Mannheim was the actual meeting place, and thither 'the delegates pro- ceuded, apparently as innocent as tra- vellers.
