A lengthy discussion took place on the clapse in. the hoard of works' re- port recommending that a by-law be submitted to. the people for the .ex- peuditure of $75,000 in rebuilding the city roads. : ' Ald. Douglas pointed out that the board of warks didu't give informa- tion enough on the matter. Before the conneil <oould take action, more tails shounld be submitted. : Ald. Gaskin replied -that the only th'ne to do was to raise .the money by de"entures and spend it judicious- ly. The $75,000 would be paid in twenty years, interest at 4} per cent. The first. year's payment would be 81,900 and the last £5,000. The yearly expenditure could be met without any increase of taxation by good finane- ing. Ald. Nickle said the principle was all right, but the council could not at present commit itself to the de- tails of the road building as propos- od Mayor Mowat remarked that $4,000 or £5,000 a year in patching the roads wanld be saved. Ald. Elliott said that he endorsed the hoard of works ' report recom- mending that a by-law be submitted. The city's three principal streets should be paved, and the remainder properly rebuilt. The council should have confidence enough in the board of works of this year and years to come to rely on its discretion as to the nature of the roads to be con structed. Ald. Rigney said he was strongly in favor of improving the streets. Such a bylaw as proposed would recom- mend itself to the citizens. He advised that the matter be held over { for further information. 4 Mayor Mowat pointed out that at present the council was considering only a principle. Jt would have every onnortunity to discuss the details when a by-law was introduced at its next meeting. Ald. Douglas said that as a repre sentative of one of the remote wards, he wanted to see the hv-law passed. Me would like full details first, how- ever: Ald. Carsen spoke on the awestion of permanent roads. He held that limestone macadam was no good for Kingston roads. Tar macadam should be used. The chairman of the hoard of works and the city engineer, he said, should visit Ottawa, and see the. re- sults of tar macadam roads there. To build limestone macadam roads would be to throw money awav. Ald, Craig declared himself in fav- od n chonce to discuss the details. Ald. Gaskin suggested that Provin- vineia! Tt Ald. Nickle spoke strongly against the light department placing poles on the streets wherever it pleased. He instanced one pole at the corner of Gor> and Wellington streets, which was three feet outside the walk and most dangerous. li an. accident took point, the city, in his opinion, would be responsible. The city solicitor, it was said, had inti- mated that the city was not responsi- ble and that the light department could place its poles where it wanted Ald. Nickle held that the aldermen were elected to manage the city's af fairs. He was opposed to the tendency to treat the corporation as something separate from the citizens themselves, It was a eruel thing for a corpora tion to set a trap for its own citizens by erecting dangerous poles. There were a number of other danger traps such as existed at the corner of Gore and Wellington streets, It was moved by Al. Nickle and seconded by All. Chown, that in the judgment of 'this council' the improve: ments and extensions to the plant of the licht department should be made in such a munuer as, without exces sive cost, to cause the least possible inconvenicnce to public, and so as to obviate the possibility of danevr, and that, if necessary, to conform with this resolution, changes be wmecessary in the work now done, the same be made. Cape Vincent, N.Y., April 22.--The | United States fish hatchery here plac- ed one and a half millions of white- fish fry in Lake Ontario on Thursday. This makes an aggregate of six mil- lions recently placed. Thirty millions of whitefish eggs are now in process of hatching.
