IRISH COUNCIL BILL INTRODUCED IN BRITISH HOUSE OF COMMONS Not Highly Regarded--Provides For Creation of Eight Depart- ments--Safeguarded By Power Given to Lord-Lieutenant to Veto Measures. London, May 8.--As is natural, and to be expected, the government's half- way home rule measure, which was brought down in the House of Com- mons, yesterday, is wholly ple ig to no political party. The unionists re- gard it as a step toward home rule. they object to giving to Ireland the management of many -departments of local affairs, while the Irish members, of the House of Commons, retain the right to legislate in similar affairs for England and Scotland. They criticize also the plan of government by a council, through eight committees, as complicated and cumbersome. The radicals are disappointed that the measure falls short of actual home rule and the Irish members are oven more disappointed. The Irish leaders, study the provisions of the bill and however; are maintaining a diploma tic attitude until they have time to learn the sentiments of the people. A nationalist convention will be held in Dublin to decide upon the policy of the Irish party. The la- borites will support the measure, cause they are all home rulers To prevent the first reading of the bill being deferred until while Walter speaking, Mr. Jirrell closure. This, amid a great uproar and protests and shounis of "gang," was carried by 317 votes to 121, and the bill passed its fiest reading by 416 votes to 121. The house then ad- Journed. » ine bill provides "for the estahlish- ment and functions of an administra- © tive council" for Ireland, with head quarters at Dublin. The Irish secre- be- and was still moved the to-day, Hune Long tary and those in his confidence kept their secret well, with the result that the political curiosity was keen to learn the precise details of the scheme which is likely to create a prolonged controversy. Prior to the appearance of the mea- sure it was popularly termed a 'de volution bill," but to-day its advo cates refer to it as the "Irish council bill," owing to its creation of a coun cil to take over a number of the ad ministrative features of Irish rule But to Jreland and the general public the bill is the "Irish bill," with home rule presented in such new and modi- fied form as to enlist the support of clements hitherto hostile, The main features of this latest of fort to bestow some measure of home rule upon Ireland, and which the pro moters are hopeful, if adopted, will also bring better government to the country are as follows : At the o t, Mr. Birrell explained that the object of the bill was to as- sociate the sentiment of the Irish peo- ple as a whole with the administration the statutes and the regulations which directed the conduct of purely Irish affairs. It did not contain any trace of new legislative power! It would not wauthorize the laving of a single tax or rate. : > The departments coming under the control of the proposal Irish council would be the local government board, the department of agriculture, the congested districts board, the com- missioners for public works and na- tional education and inspectors of 'the reformatory and industrial schools, and the registrar-general. The supreme court judicature, the Royal Irish constabulary, the Dub lin metropolitan police, the land com- mission, and the prisons' board would remain under the éoutrol of the im- perial authorities, A reprdentative administrative coun- cil, consisting of eighty-4wo elected and twenty-two nommated members, would be established. The latter would be nominated for the first year by the king and thereafter by the lord lieutenant of Ireland. : The elected members would be elect- el on a local government board. fran- chise, The under-secretary for the lord lieutenant of Ireland would be an ex- officio member of the council, , which would have complete control of the powers vested in the departments to be handed over to its care. The exercise of the powers vested in the departments will be controlled by resolutions of the council and the su- premacy of the imperial parliament will be safeguarded by the power gi en to the lord licutenant of Ireland to reserve his ognsent to any resolu: tion of the. council, A new education department for primary and secondary education is to be established and will be placed under the control of the Irish coun- oi. § The council would be elected for three years. For financial purposes eight. depart- ments would be created. A certain-annual sum, to be fixed by i it every five vears, "would be th, consolidated . fund and f = be lieutenant of leddand. The council Would have the power \ : to appoint' and remove officers from iy The religious disability feature would removed from the office of lord the eight departments above men- tioned. BU Cap In conclusion, the Irish sceretary said that if the new council proved a success it might pave the way for home rule. HE IS SLATED As the Succasser of Lord Cromer : in India.
