The opera house wag filled with ratepayers. on Thursday evening to hear Willis Chipman, constructing engineer of Toronto, who had pre viously surveyed Picton, discuss the proposed system. Mayor Farrington pointed out that a sewerage system could be installed without levying of taxes, Drs, Philo and Wright pressed the 'urgent need:of a sewerage sys- tem from a sanitary standpoint. Mr. Chipman declared that side by side with the need for a sewerage system was the need for a pure water sys- tem. It would be essential for this, to supplement $70,000 to make the present waterworks equal to the town's needs, In regard to the sewer- age system the speaker advocated a trunk sewer to be constructed at a cost of $32,000, to be paid for by the 1 sewers on each town. As for "the street, these could he paid for on the frontage system, at a cost of six ents per foot for thirty years.
