Rattray, one of the best known navi- gatbrs on the great lakes, died, here, to-day, of dropsy. Capt. Rattray commanded the steamer L. C.. Smith, and was forced to leave his ship at Milwaukee, a month ago on account of iHness. Capt. Rattray was well known at all Canadian ports on the great lakes. The member for St. Louis said: "The average of the 4,700 female teachers in this province is $119, while in Ontario it is $348. In a word, if Quebec only pays half the amount to her elemen- tary teachers of what is paid in the other provinces, he contended that there was but one result to follow.
