Conflesses His Crime--Another Army Officer Under Arrest on Serious Charge of High Treason. Paris, Nov. 9.--Under very dramatic circupastances the arrest was effected of a young naval sub-lieutenant. nam- ed Charles: Bemjamin Ullmo, on a charge of treason. The accused, up to a i of months ago, was an officer on the torpedo-boat destroyer '.ara- bine, attached to the Mediterranean squadron. On completing his service he was placed on half pay. While the Carabine was in commis- sion the whole of her code signal books were stolen, The secret police were apprised, and in vain sought to trace the thief. Recently a fresh light was placed on the theft. The minister of marine received an anonymous let- ter" from Toulon, in which the writer announced that he had the missing books in his Possession. Ii the gov- ernment would not give him $30,000] to restore them, he would sell them to | a foreign power. No notice was taken | of this communication, but a second | arrived a week or so later, accom- | panied by photographs of the contents | of the books. Suspicion was first dir | ected to Ullmo bwing to his extrava- gance of bLving., After coming ashore | on hali-pay he rented a furnished §il- la on the outskirts of Toulon, which he shared with a young actress. He kept a motor car and entertained lav- Baty. A plan was devised for trapping the culprit. An officer of the ministry of | marine grote, saying the department would pay the $30,000 for the return of the stolen books. A rendezvous: was appointed at the foot of a lonely path several miles from Toulon. Ullmo, who took the bait ly, stipulated that the government meet his and ufiarmed. He was to bring wid dim and in return the writer would hand over the documents. The man selected for the delicate task of entrapping the leut- enant was a boxing instructor for a military school of instruction. widely | noted for powers. He went alone to keep the ap- pointment, but earlier in the day three | detectives had concealed themselves | within a quarter of a mile of the meet- | ing place. The encounter between the traitor and the boxing instructor was highly dramatic. Ullmo was carrying a bag in hie hand, and as soon as the gov- ernment represgntative approached he covered him with a revolver, and said: "Don't come any closer. Hand over the money now and I will give jou the papers." The man, who had learn- ed his lesson well, threw up his arms, and coolly replied: "Don't talk. non- sense. You see. I'm not armed; put your revolver in your pocket and let us have a chat." After a moment's Sesitation, Ullmo complied, but ro pissary should |~ his strength and hitting | 6th, of the active harness, not conceal a demonstration sooner had he put away his weapon than a lightning like blow from the boxer's arm stretched him senseless on ther ground. It was the work of a moment to tie his hands and feet. The detectives in hiding hurriéd to the spot, to find their man quite secure. All the stolen hooks were found in his When Ullmo recovered consciousness, bound though he was, he fought des- perately, and it needed all the efforts of his captors to reduce him fo sub- mission. He was placed in a train and brought on to Paris, and he is now lodged in the military prison of the Cherche-Midi. Ullmo, who is said to be of Hebrew extraction, has confessod his guilt. His salary and allowance, he said, were insufficient to keep him- self and his companion, so, in order to obtain more money, he decided to steal the signal books from his vessel and make money out of themi some- how. He added that he had no ac- complices. A search at the prisoner's villa brought to light a number of copies of the stolen books and what the government is now wondering is whether any of the photographs have already found their wav into the hands of any foreign government. Another case of high treason is to- day occupying the French police. An officer in the territorial army named Berton has been arrested at Vendome. He is stated to have sold a number| of French military plans to the agent | of a foreign power, and a conversa- tion overheard bétween Berton and an agent of the German government at Brussels led to the former's arrest.
