THE RAISERS MAIL TAKEN TO ENGLAND BY A COURIER. + S---------- ; It Consists of 200 Letters Each Day---Other News From the German Capital. » Berlin, Nov. 23.---A courier starts from here every day for England, heavily laden with the kaiser's sonal and official mail, for, when travelling in his yacht the coast of Norway during what be considers his summer vacation, the kaiser attends to everything just as he were at The kaiser's private mail is about a irecipient of letters the kaiser is sur- Gosted only by King Edward among pean monarchs. His private mail contains communications from friends all over the world, and also a variety of petitions addressed to him by his subjects. These are always answered, and when the petitioner appears worthy of help, a favorable reply is sent. A young boy wrote to the kaiser say- he was the son of a widow who had six children, and who prayed every day for the kaiser, Could his majes- ty help him to enter the military school to be trained as a soldier. Inside of ten days the kaiser replied thanking the widow for her prayers and promising the boy that he should have his military education. In aus other case a poor dressmaker, who had lost her husband, a veteran of the Franco-German war, appealed for help, and received a letter from the kaiser saying that he had recommend. ed her case to the Empress. There is an elaborate system of dealing with the kaiser's correspond- ence, His three private secretaries, who open all his letters, summarize them, and the summaries are read to the kaiser, who issues his commands regarding each letter. The secretary takes shorthand notes of his majesty's commands, which are then expanded into draft letters, and again submitted to the kaiser. When he has finally approved the letter it is properly inscribed the kaiser's handsome letter paper and mailed. The kaiser never signs any letters him- sell, except those to his personal friends, or to foreign monarchs or min- isters abroad. Two secretaries are with the kaiser on his present trip, while the third attends to business here in the imperial palace. Prof. Robert Koch "His Excel- lency'"" now. Fer valuable services rendered humanity, and more especial- ly for his discoveries as to the causes of the "sleeping sickness' which has devasted enormous areas in Africa, the kaiser has conferred upon the famous scientist the title of '"'Wirklicher Geheimrat" (privy councillor) Nearly a year ago Prof. Koch took his life into his hands and went to the district .in Africa where the sleeping sickness had proved most deadly. For eighteen months he lived alone with a on 18 native servant - on an island in Lake Victoria Nyanza, the inhabitants of which had nearly all died from the disease he came to stuay. He discovered the germ of the dis- ease, a bacillus which 1s transferred into the human blood by an insect gloss- ina palpalio, much as yellow fever germs are brought into the human system by mosquitoes. He furthermore discovered that this insect cannot exist except upon the blood of crocodiles, and by extermin- ating the crocodiles the mortal disease may be stamped out. He found that injections of arsenic will cure the disease if not too ad- vanced, and also that it is extre mely contagious, Although living in an ordinary hut such as used by the natives, the pro- fessor was never affected by the dis- case. He intends to return to Africa next year and will then begin an or- ganized fight against tho sleeping sick- ness. Countess Sophia Count Leo Tolstoy, has presented the Historical Museum of Moscow a number of very inte resting manu- scripts containing her autobiography. The biography gives a great many details concerning Count Leo Tolstoy, as well as of the prominent scientists and artists with whom he has come in contact, The contents are, however, to be kept gecret until after the death of the countess, The first large factory for the whole- sale manufacture of dirigible military balloons is to be built near this city. The Seegt-Halske-Schukart Electric company is behind the scheme, and the promoters expect to deliver air- ships to all the powers of the world much as the Krupp factories now sell guns. President Ballin, of the Hamburg- American line, declares that his ecom- pany has no intentions of trying to wrest the "blue ribbon of the Atlan- tic" from the Cunard line, as he con- siders this would cost too much. "We will build at least two ships larger than the Mauretania in Eng- land, but we have not stipulated that they must be more speedy. They will be built more for comfort than for speed. '1 do not think that it will be possible to build much speedier ves- sels than those now in existence until steam shall have been replaced by some other motive power." of to Tolstoy, wife Chain A Mile Long. From an irommaker's point of view the greatest achievement during the revolutionary, period was the making of the great West Point chain. This massive chain, which has probably never had an equal since the first h struck upon the first anvil, was stretched across the Hudson river at West Point to prevent the British fleet from making a second attack on Kingston and Albany. It was nearly a mile in length and weighed almost 200 tons, many links being as heavy as an ordinary-sized man. To com- plete it in six weeks sixty men ham- mered day and night at seventeen forges and the cost of it was placed at $400,000, a Beef, Iron and Wine, "Our , Own" make. If there is one thing for which Sons am glad it is that I have found a purpose which involves not me aloge but all human- ity. Lord Roberts, fifth year, sayy: "I have kept myself young on pur pose. Largely open windows are compara tively safe, but a chink through which the air blows is to be carefully avoid- oa. Sir James Crichton-Browne has strong theories on the subject. He lays down the followig, principles for you Do not werry. Be moderate. Také plenty, of sleop. Take plenty of exercise. Eat plenty of sugar, rice, peas, fruit, potatoes, bread and milk. Eat sparingly of fish and meat. From these many witnesses one gathers that Crispi was right in find- ing the secret of long life in "'regu- larity and abstinence." The same view can be gathered from the life of the great German field marshal, Von Moltke, who, at. the age of ninetv when still possessed of fine intellec: tual power and remarkable vitality, said that he had managed to live so long and in such excellent health "hy great moderation in all' things and by regular out-of-door exercise!'
