On other occasiong little details of administration, affairs of the curriculum, and examination re quirements, have been dealt with, but this circular puts forward a principle of educational work that will be fundamental in its reforming influence, in that it recognizes the school a= the institution charged with the adjust- ment ofl the individual to the circam- stances of lie. 'Lhis is a revolution in eduea- tional ideals that doubtless will bp slow of acceptance by some in. the teaching profession itself, but- chiefly by that unripened, misguided public opinion that wrecked ghe minimum sal- ary bill. The department c¢annot run the risk of any more disasters of that kind, and it is not too late vet to take such steps as will gradually, bring that public opinion into . har- mony with the progressive educgtional legislation' that the present movement is doubtless intended to inaugurate. It is gratilying in this connection to note that the department now recog- nizes that the output of the schools must measure up to the requirements of actual life, and that there has hitherto been failure in this respect. Now that the work of the primary and secondary schools is to be so assimilated that the latter will be direct continuance of the former, means can found to. induce greater number of children who at present drift out of school at the fourth book stage to remain a couple of years longer, another important step will have been taken in the im- provement of the educational situa- tion. Of course, reform cannot rest with this one forward movement, im- portant as it is; indeed the whole cir- cular holds promise of other related measures, and the emphasis put upon the necessity for practical education gives hope that something. really ser- viceable along that line is to replace the present inefficient effort at indus. trial training. 'The economic require- ments of the country in the way of skill and capacity among workmen are much too pronounced to he longer disvegarded and the minister de- serves all the support that can be given him. in nis attempt to meet this rather pressing difficulty. The last paragraph of the - circular is worthy of both serious attention and strong recommendation. The greater responsibuity will certainly en- hance the teacher's position and se- cure better service by bringing into the field better men. On the other hand, the sympathetic spirit and the broad view of the conditions shown Oi these three or four sentences, have been strangely absent for many a day from the documents that have issued from the education department.--W.
