TOYE'S BAKERY, Ontario St. COTO ONHOOESRTTINCITOTN GF 1000000 Fa eTUITVIVTUITYE THE PRISON LABOUR PROTEST OF THE WOODEN. WARE MANUFACTURERS. E------ Free Labor Cannot Compéte With Prison Labor--The Good Thing Which is Enjoyed By a'Toron- to Finn. Brastiord Expositor, The thisty-cent government is the one which now administers affairs in Ontario. Un July 20th, A805. this government, witholit advertising andi without notice to the public; entered into a contract with Elien Cheriptte Taylor, of the city of Torento, trad- ing under the firm name of "faylor, Scott & Co, for the manufactare of woodenwate at the Central prison. AY | deputation representing munsiacturers] and labor unions waited upon the gov erpagent, aud placed their position formally before the government in a doment bearing date May 2th, 1908, Alter recalling the steps taken to abolish the contract svstem under the late government, it contained the following \ "Now, after this long lapse of time, although the cost of Livieg has great. ly increased al the wages of all classes of mechaoics have materially advapreds-in most cases from fifty to seventy-five per cent. --and the cost to the. manufacturer for paid labor has in conseanence greatly inereaspd, yet: prison labor is now hired oud upder: the present agreement at a very much lower rate than it was fiiteen years ago, it now being based on only thir ty cents per day instead of fifty cents, ns formerly, Surely prison labor, i it is to compete with paid lakor, ought 10 bring the same proportiou- ate imcrense in value, J "We are very strongly of the opin- jon that the present system of equip. ping the prison industries with. the atest improved machinery and hiring out prison lghor at such ridiculously low rates is wrong in" principle, and should he stopped Ii the object sought to be obtained by such a sys: tan is ko give soployment Lo prison labor, then why not use machigery that would require more hand labor, aul thepehy give more employment to the prisoners, ln this way the prison labor coukl be used, without comimg into such strong competition with free labor The present system of equip- ping the prison industries with im- proved] machinery and hiring out pri son labor is inconsistent with the policy of excluding prison wanufae- tured goods from this country, "In logking over the prices of piece- wark on the various goods mentioned in the present agreement, we notice that they range from one-fifth to one third of the cost at which these same goods can be manwiactured by paid Jubor, and that the basis on which these piecework nrices are made prison labor at three cents per hotir, which is les than onedifth of the price at which unskilled labor can be hind in the amacket. We also notice that the Central prison prices include, not only labor, but all general ex- ponses, and the only item entering into the sost of production, which Taylor, Scott & Co. have to supply, ia their raw materials. All this gives twin a great advantage in the sale of their goeds, for they can place, and are placing, these gouds an the mar. ket at a very much lower price than any other manufafturer. In addition to the piecowork prices arranged by present agreement, cause 3 therein gives the firm of Tavlor, Seott & Co" the right to manufacture other pro ducts in the manufactute of which the ues of machinery or tools of an un July hazardous character is not re quired. Under this clause, the com- pany can manufacture almost any line of wooden goods, and in this way would compete with almost every oth- er factory manufacturing wooden goods in the province of Ontario.' The woodenware contract mate by Mr. Hanna was the most unjustiliable ever consummated in the provine of Ontario. and, what is" more, it was made when it was the declared policy of 'the province to put an end to the contract system, and when the laber market was rapidly vising fi the lib erals could get fifty cents per diem for pripon labor whet they were makieg contracts, the Whithey government ought to have been able to get at lodst, seventy-five cents. is ------ Lost Eyesight In Mine.
