Those Published Yesterday Should Be Carefully Studied. Every motor boat' owner in King- ston--and the owner of skiffs as well-- should procure a copy of the regula- tions governing _ the propelling of small craft, as published in the Whig, vesterday, and paste them ip his hat. Then he should get another copy to stick wp in the boathouse, and still another to frame and hang up beside the steering wheel. There are boats in the Kingston harbor that seem to run themselves, for frome their erratic movements it would ap- pear that no intelligent brain is directing their course. There is bound a fearful disaster some day if precautions are not taken by Even the proverbial' "right of way" is disregarded by many, and they keep erroneously their craft to the left when approach- ing anothdi boat. That every passage should be made to the right is old and simple rule that all know and adopt. a The rules and regulations, according to the marine Jaw of the dominion, awl as published in yesterday's Whig, should be thoroughly mastered by every lover of the water. These rules were published at the request of seve: ral motor hoat owners, and it hoped that they will be studied with profit. A careful observance of hem may possibly be the means of avert- ing some fearful disaster, which will surely occur if the present reckless running of beats is persisted in. to be greater boat owners. an should HEAVIEST RAIN IN YEARS. The Streets Were Like Rivers ' Friday Evening. Friday's rain was the, heaviest the longest in duration in years, downfall was something terrific to- wards evening. The rain began to fall gently"at 8 a.m. and continued till 11:30 o'clock. For the next hour or so, the rain fairly tumbled, ~ All afternoon there was a heavy and con- tinuous fall, but the climax was reached about 5:30 o'clock. when the clouds seemed to burst and let do rivers of water. From 5:30 till after seven o'clock, canoes eguld almost be run on the sides of the streets. The grates seemed to be in better econdi- tion than usual, amd there were now so many overflows as is usually the case when heavy rains come. The tremendous do »Wwnpours ' placed business at a standstill. Few people cared to wend their way through the streets, and the thoroughfares. were nigh deserted at night. After' 7:30 o'clock the rain eased off, and little fell till Saturday morning, when there was another gathering of clouds and more heavy showers.
