Death Was Due to Drowning--The Post-Mortem Determined That An Accident Policy Should Be Paid. post-mortem this morning on the late Capt. J. H. the water at Swift's wharf on Mon- day morning, by Prof. W. T. Connell, of Queen's Medical cetlege, who found that death was due to drowning. The condition of all the organs bore out the above yerdict. The doctor said that the reason of the body being found on the top of the water was that the deceased was a stout man and the cold water would have a ten- dency to bring kim to the surface. I he examination was held because the accident insurance company with which the deceased w insured want- ed to determine the exact cause of death. ihe funeral of the' late Capt. Scott took place at three o'clock this af- ternoon from the residence of Dr. J. H. Bell, Wellington street. Servic were conducted by the Rev. C. A. svkes, of whose church the deceased was member. HARTY To Represent One "of the "Seats of The Mighty"--Kingston Should Be Represented By a Man of His Type. Ottawa, Oct. 12.--(To the Editor) : As you are aware there is a Kingston Club in Ottawa, where there are quite a few Kingstonians. As one of them, I was more than pleased to read in your paper that Mr. Harty had con- sented to again be the candidate of the liberal party, and of the majority of the citizens of Kingston. Residing at the capital and having opportun®y of viewing parliament at close quarters, I can testify to the leading position occupied by King- ston's representative. It would bring to me a feeling of humiliation if my native city was represented in the high court of parliament by any one smaller than a first-class man. It is only once in a long time that 1 debate in the House of Commons is of first importance. The work in the committees, the views urged upon government, the exchange of opinion outside the house, and by correspon- | dence--in these and other ways a mem- | ber makes himself a potent factor in | government. I would venture to say ! that Mr. Harty knows what is going | § on, and what is going to happen bet- | ter than any other private member. Constant in attendance, alert and, vigilant, Mr. Harty knows his house "down to the ground." 1 could not imagine him being caught napping. Might well catch a weasel asleep. When large questians are looming up the government are bound to feel the pulse of public opinion, and, in mat- ters of constructive policy, they seek | the opinion and aid of those mem- bers in whose sagacity they have con- fidence. Of necessity the enquiry limited, but it is well known here tht one of the first of such members Mr. Harty. He known to have the wisdom born of great experience, and the good judgment of an astute busi- ness man. In other words he is gener- ally regarded as a man to take into account. For that reason, Harty is a national figure at Ottawa and Kingston, one of the "seats of the mighty," I repeat that it flatters my pride as an ardent Kingstonian to know that our historic and royal city will be fittingly répresented in parliament for at least another term.
