Because it enforced the law and col | lected the fines. Why did not the city lenforce the law and receive the reve- nues paid in fines ? "Ay, there's the rub." As matters now are, two policemen may stand before a barroom window {on a Sunday afternoon; they may sce a man behind the bar selling liquor, and men before the bar drinking it. Now, what are those policemen to do ? Arrest those who are violating the law --two laws, in fact, the Lord's day act and the license act ? That would seem to be the reasonable course to pursue, but the policemen are expect-! ed to shut their eyes, or look the oth- or way. If the license inspector came along and asked them to assist him in making a raid they would be ex- pected to respond to his call; other- wise they are not expected to do any- thing.
