Albany, N.Y.,.Jan. 26.--A startling condition of affairs has been uncovered by the state commission in lunacy as a result of ite investigation of the procedure adopted by county officials in different parts of the state in ihe temporary detention and cdi®/ &f in- sane persons pending the completion of the papers necessary for their com-, mitment to state 'insanc hospitals, ac- cording to a statement issued by the commission to-flay. Dr. Albert W. Ferris and the other commissioners in lunacy will confer with representatives of the state hos- pitals for the insane in this city when it is expected steps will be takm to bring about an' immediate improve- ment of existing conditions. Dr. W. 1. Russell, the commission's medical inspector, has submiited data showing. that "outside of the metro- politan district 466 patients, of whom cighiy-seven were women, were confin- od in jails, lock-ups and: police stations during the past twelve months, in many instances in violation of the spirit of the insanity law providing that pending ihe completion of the procedure necessary for commitment to a state hospital the patient must he cared for 'in a safc and comfort- able place."
