Ottawa, Jan. 27.--In the senate, to- day, on the resumption of the debate on the 'address in reply to the speech from the throne, Sir Richard wright, the new government leader in the upper house, and who is also at present acting minister of finance, made what might be considered as the senate's budget speech. In character istically cogent and clear-cut debating style, he made a strong defence of the government's financial policy. Re ferring to the prophecy of Senator Lougheed, opposition leader in the senate, that the deficit for the current year would be $15,000,000, Sir Rich- ard said he looked for much better re- sults. The total loss of revenue up to seven days ago had amounted to $12. 038,000, as compared with the preeed- ing year, but for the remaining two months of the fiscal year it was ex: pected that there would be no further decrease, and there might be an in- crease. Canada had weathered the storm of financial depression much better than had the United States, and the exports of home produce dur- ing 1908 had increased by, $11,000,000, as compared with 1907, a proof that the great sources of industry in Can- ada were not injured by the commer- cial calamity which had befallen oth- er countries. Taking up the question of increased expenditures during the past twelve years, Sir Richard pointed out that a careful analysis of these increases showed that at least half of the to- tal' amount consisted simply in a change of bookkeeping methods, the, money only being taken. out of one The other half of the total increase was justified by the growth of thé coun- try and the necessary extension of the various departmental services and by increased provincial subsidies. Kansas City Man Declared Would Break Temper. Kansas City, Mo., Jan. 29.--~John David Stewart was tired 'when he came home at night after his work. 7 had heard the clanging of tools and machinery all day, and quaiet was what he wanted, but there was not quiet at his home, A little girl ten months old was a part of 'the Stewart family. She cried quite frequently, after the manner oi babies, when the father came home tired. So Stewart told his wile that she petted the baby too much during the day to keep her quiet and thus made her cry in the evening. But the baby kept on crying, night lafter night, and Stewart got angry. | So he set out to "'break its temper." | John David Stewart is strong A | child of ten months was but a 'fluffy bit of nothing in his hands. The fin- gers accustomed to hard work grip- ped too tightly for baby's comfort. And with those same strong hands | Stewart choked the baby. Te shook her hard one night and then slammed her down on the bed and told his wife | to care for her. | Baby's temper was broken. her neck. The coroner and the doc- | tors said Stewart killed his child and | the wife pointed the accusing finger. [So Stewart after that evening when | the baby died went to the county jail. | First degree murder was the charge against him. In criminal court Stewart withdrew | his plea of not guilty to the charge {and pleaded guilty to manslaughter I'n the fourth degree. His sentence to the penitentiary was two years.
