Mr. Borden had a patch- work scheme which he tried to foist upon the party without success. A wing of it advocated government own- ership, and he came out hali-heartedly for it on the eve of the election four years ago. He lost the support of those who have no faith in the public ownership of great utilities, and he did not recover it in the last election. Report has it that there was a fierce conflict in the party caucus over this matter, that there were serious differ- ences of opinion, but that in the end the members accepted Mr. Borden's policy. They were practically beaten into subjection, and for party reasons. Mr. Borden knows that the party out- side of parliament is hopelessly divid- ed on this subject, hut he will advo- cate it, knowing, and perhaps hoping, that it. will be defeated, while he end party punish the Grand Trunk Pacific for its presumed friendliness towards the liberal gov- ernment.
