Mr. Blackstock put ina protest against the propesition that there should be a federal charter, and an interference in consequence with provincial rights, but the private bills committee paid no heed to his argu- ment. Mr. Conmee, who is behind the measure, affects to believe that he canno® appeal to the Ontario legisla- ture with any hope of success. Why not ? Because the legislature defeated the Ontario and Minnesota Power company, with aims of a like nature. There must be a reason, a substan- tial one. The local government cannot suppress any legiglation which is con- sfitutional and on local partizan grounds. The Whitney government may not like Mr. Cobmee, and he may not like the government, and yet a charter would be given to a com- pany, which had a right to it. Refu- sal to give legislation sanction to a worthy cause, appeal could be made to the federal parliament, and it could then incorporate what the pri- vate bills commitee "the general or pronounced for advantage of Canada." Meanwhile the duty of federal parlia- ment is plain, namely, the bill now before it.
