WHEN NOT TO MARRY. Advocates Race Suicide As a Curé For Poverty, If no one were allowed to maity un- til he was capable of earning $2 4 lay or its equivalent the problem of poverty would be solved, according to Prof. Thomas N. Carver, of Harvard University. Discussing the subject in the June Munsey's, under the heading "What Income Is Neeossary For Mar- riage *" he asserts that the only thing that will do the workingman any good is to raise his wages, and that the only way to raise wages is either to increase tho supply of jobs or to decrea the + supply of laborers. "Where "two men are looking for every | iob wages arc low, but where two jobs aro looking for every man wages are hidh. So long as it is possible to hang out a sign, 'Man Wanted," and have a hundred men apply for the job, so long will there be low wages and widespread poverty with all the evils which follow in its train. When the timo comes that the employer must hunt for a man for every job there will be high wages and no poverty at all, except as the result of weakness, acvident of incapability." As it seems impossible to increase tho number of jobs sufficiently, Prof. Carver finds only ont way out of the difficulty and that is to lesser the supply of laborers. This can only be done by restricting the natural in crease, and if a single country wants to solve the problem alone, it must also restrict immigration. "It is use less to contend against poverty in this country," "says Prof, Carver. 'Until we resirict immigration," and he would have immigration restricted on the same lines as marriage, namely by the Melusion of every head of a fam- ily Wfble to earn $2 a day.' If this | were done, he says, wages would even- [ tually rise to that figure, which 18 16c.
