Attended Picnic With Wife and Family at Wolfe Island--Rody Was Recovered But Too Late; to Save Life. Frederick Cattoarmole, aged tity: three, employed as a gardenen for Mrs. | George Robertson, Sydenham street, lost his life in a drowning accident, about a quarter of a mile beyond Staley's grove, Wolfe Island, on thei holiday. With his wife and family of three children, Cattermole left here to attend the picnic held by thy Salvation Army, The accideift occur- red about six o'clock. Cattermole went in bathing with a couple of friends. The point selected was off an old wharf. The water at this place is very shallow for a few feet, when it reaches a depth of about sixteen fect. Cattermole could not swim, or if he could, but very little, and had a pair of water wings on. He got beyond his depth before he had realized it, and his' companions were shocked to hean| a splash and a cry. Help was called! for, and Frank Pollitt, undressed and went in after the body, as specdily as | poesible, but when the body was | taken out lifo was extinct. His body hadi been in the water about four minutes. The first time under the water Mr. Pollitt brought up the water wings. Cattermolo had used. Adjutant. Parsons, who, by the way, is an old sailor, worked over the body, but the result was fruitless, every spark of life having departed. Dr. Spankie was also called, and he, too, applied restoratives, but it was too late. A fact which added much more sorrow to the affair, was that de coasex]"s wife was silting on the bank nearby when the accident occur- ved, and was one to raise the alarm Her grief can well be imaginea. Dr. Spankie being acquainted with the facts of the case, «aid that an in- quest would be unnecessary. Harrison Asks the City Council to Reconsider Its By- Law, Kingston, AJune 29.--(To the Edi- tor) : 'Feeling is \ general against the high tax on laundries.' Under the above heading, Mon- day, an- article appeared in your pa- per givihg some reasons actuating our council in imposing a #50 tax on the laundries." It was a very fair presentation of the case. Kindly per- mit a reference to some of the statements mace : First, that this question was before finance committee and the coun- six or seven weeks. If this correct it is regrettable that such a unjust measure should re psult from so much 'deliberation, and: at the same time it must be a matter of oon gratulation to the Chinamen that the consideration was not longer de layed, as, if it started in with a pro- posal to to x them one or five dollars, and finally grew to fifty, evidently the longer it was disc sussed the worse it orew. However, the writer is of the impression that it was one of these measures that was pigeon-holed and pulled out at the last moment for hasty action, It is hard to believe that it was a deliberate action. It is stated that the aldermen ex press surprise" that no opposation was made tothe proposition in its earlier stages. The Chinamen cannot read our papers and evidently their friends were not aware that anything more serious than that first mentioned, a one or five dollar fee, would be wm- nosed, but even admitting -our laxity, iv that any excuse for a failure to give the ordinary British fair play to. every citizen, as the oath of office requires every alderman to do? Your article further reads | "One repson for the high fee is that the ('linese laundives employ only China men and can make more money thar the whites." The fact that they ar making money to any extent i§ dis | puted, and they tell me that five or six of their laundries will be forced of business if this fee is insisted and crushed out by a club of in- in the ultra British loving [a cil for out | on, | justice feity. Further, I contend these men are rapidly being Canadianized, in living, dress, customs and in their build- ings and to-day are paying more taxes than they have ever dong and patronizing our . stores to a much greater extent than ever, Your arti- cle further states that they pay no wages. If this were correct then their shops are their homes and are not to be assessed as business places as they are to-day, paying both land and bu:iness tax. On Monday, July 5th, the aldermen meet and we are expecting that some members actuated by a sense of fair- ness will move the re-opening of the and then give it, not a too consideration as before; but view fit from a citizen's standpoint. There is no body of men on earth performing the onerous and i'l-paid duties of a civic council but are apt to make an occasional error, when pressed by private and municipal res- ponsibilities, but the obligatson to do justice 1s never annulled by such 4 mistake, and was never plain than in the Present premises. --T.
