On moré than one occasion the LBusrd of Health Las discussed the practice of milkmin borrowng 'milk from che another when they find their supply running short before they have nearly covered their routes., The pros- ence 'of 'yphoid mn the city just now has led a member of 'thy board to draw attention 'to this matter. Milk used by a family in which a typhoid case develops, mizht be put upder bacteriological examination and found to be contaminated. The responsibili- ty would naturaily rest upoi the man who supplind the wilk, w'vreas the sample might be from milk the vendor had borrowed from another. The local health department has more than once been confronted with this difficulty. One milkman might borrow quite a quantity from another, and in turn divide it with one or two others. Notice should be given milkmen that they must not sell milk that is from another dairy. Could it not be made a rule that a license may be cancelled if a vendor sells other than milk THE CITY AND CEMENT, As the result of the recent cement merger in Canada, the board of works finds that it must pay forty per cent. more for cement this year than last, for the year's supply of 4,000 barrels. Last year, the figure was very low, on account of keen com- petition. Members of the board of works are a little undecided as to what they should do. To accept the lowest tender before' them, means an increase of $2,000 over last year's cost of cement. Some of the members are willing to risk refusing the tender and getting a lower figure later on. It is pointed out, { however, that the only hope of a bregk in the price is the ap- pearance of » new and strong com- pany or action by parliament against the merger. A high enough price for | cement is thought to be around #1.50. Four years ago the city paid about $1.60. Outside business men, whose ad- vice was asked, have advised the ac- ceptance of the $1.69 tender, as they cannot see any hope for a lower price on the year's contract. In the mean- time the board of . works has decided in the hope that something will hap- \ A BANK TRAGEDY. , The staid - Montreal Witness is fa- voring the parole oi Charles McGill, the late general manager of the de funct Ontario Bank, who has now served three years of his five year sen- tence, a sentence which was imposed on him after he had been found guilty of falsifying the monthly re $0 eat tic inevitable, whether he ix reprieved or not--but, to-day, the law does hot typify revenge as it once used to do. It is becoming usual to give indeters mingte sentences whose length ' de pends on conduct, and it is ale a growing practise to release prisoners before the expiry of their seniences on parole, and answerable tb a proba- tion officer such as Mr. Archibald, in this country. Mr. McGill has a wife and family to support, and he would probably be best doing that. EDITORIAL NOTES. Boil the water; stew the oysters; sand the sidewalks and boost King- ton.
