It is to be regretted that there is any misunderstanding, or rather any experience on a bonus by- law which "has a tendency to dis gruntle the ratepayers. Certainly all personal considerations derogatory to the by-law should be laid aside. The to the Canadian government evidently felt disappoint ed with the result of their mission and conveyed a most dismal impression to the revenue department of the United States. How they came to believe that there could be any modification of the tariff in favour of the United States; it is diffieult to conceive. The United States had not made any con- cossions in the interest of Canada, and only when this was done, as in the case of Germany and France, could there be exceptional treatment. The American tariff has been revis- od. but not downward as it was ex: pected to be, as the politicians pro- mised, as the president intimated in his long tour in the west some time ago. There is. no doubt that he tried his best to secure a tariff that would gratify the people in this respect, and failed. The influences from without the cabinet, and visible during the period, of revision, . were greater than those the president could exert, and the result is a scale of duties higher than ever, in some respects, and a scale that makes trade between Can- tion is American delegates L} in duties.
