EXAMINE THE ROLLS. The city auditor of Ottawa mnst have a comimigsipn of a far-reaching character, or he has a fondness for work whichcin pot to be found usually in the publie official. Catch' the gver- age man, in the service of the city or state, going out of kis way to make trouble for himself and others, a that is what Mr. Cluff, of Ottawa, has done. He bas heen looking over the assessment of the city, and he has found the ground on which te make very, many appeals. RADIAL RAILWAY } NEEDED. I Radial railways represent the Inter conditions of trade and curreats of public opinion. At certain points, in certain counties, there are towns the growth of which depends very largely upon the connection they have with near or contiguous villages. Time was when the people had to travel long distances in order to trade profitably, in order to dispose of the prod ts of the farm and purchase what they wanted in foods, in clothing, in even the luxuries in which the progressive and successful farmers will indulge. Toll 'roads "killed the trade in the first place, and it-is simply remark- able that, in view of the curse they have been, so many of them remain. Tolls, added to the discomforts of travel when it Was not desired, made the village store a necessity, and as it grew in importance, and provided for almost every want of man, the town merchant suffered. The big mar: kets disappeared. The corner grocery man wondered what had happeied. The banks, anxious for the small ac counts, and realizing that the farmer's seldom grew less, went in search of the busiliess they lost, and hence the agen- cies that adorn the crossroads and give accommodation as freely and as readily as the city branches. * The larger centres of trade meet the new conditions by cultivating a mail order busingss, and to an extent which is almost incredible. The offer of free postage or expressage has its allure ments. The oceasional excursion at low rates adds to the programme by which the staid old frontier county centres are moved to deeper lamenta- tions, The eure for all this, or for most of it, is the radial railway, which can he equipped at a reasonable cost, and hy which the business relations of several smaller places can be materially im- proved. In New York state thee are several lines of this kind. They area contingency of the times. In Ontario there are two in operation now. One rans into Toronto, and by means of it the Queen City sucks in the business of the surrounding district as the oo topus sucks the life-blood of the indi- vidual who comes within its toils. _ TUESDAY, SEPTEMRER 2%. Asie DR. SOPER PARTIAL FRANCHISE ASKED BY SEYMOUR POWER COMPANY, It Wants to distribute to All Con- sumers Taking Over Twenty-five Horse Power----An Outline of Its Proposition. The Seymour Power and Electr company, limited, of Campbelliord, which wants to supply Kingston with cheap power, guarantees to deliver here within twelve months of the sign- ing of a contract, 3,000 electric horse- power at $25 per horsepower per year to steady users. 'It wants to make a contract with the city plant' for power for its: business and secure permission to build a secondary transmission line from its own sub-station.to Various factoriés in the city, which may re- ire power, It proposes that the city hatl supply all customers using less than twenty-five horsepower, the com- pany to supply those who take over thatamount. This kind of arrange ment, the company says, has been found to work satisfactorily. The city is asked to give the company a franchise to, build and maintain its distribution. An exclusive franchise is not asked for. It is expected there will be opposi- tion to giving any franchise at all to the company. All that some members of the city council would favor would be to recéive power from the coms pany at the city's switchboard, the city to do all the distributing. THE WHIG'S PUZZLE. What flower?
