The anti-British campaign in Drum- mond and Arthabaska has succeeded. Mr, Gilbert, date, has been 'elected, and as a sult of the basest appeals to the pas- sions of the people. The cleavage made by this election is bound tH spread. 1f the French-Canadians will be misled, if to the mischief of Bout- assa:Lavergne-Monk faction represen- tatives of the 'older parties and even the church give their countenance, re- thefe 'must follow the division of the people along racial lines. The ¥French-Canadians, and' in Sic Wilfrid Laurier's 0ld home, put them- than | proyen | 0 ! pet" of pence in season and out of sea- testi- | selves in. an unfortunate light. The man who has brought honour and , distinction upon Canada, who has ever stood for amity and concord among the classes, who has preached the gos- son, has been poorly rewarded for his distinguished service. : He may go on with bis naval pol- icy, serene in the consciousness that he has behind him the great mass's of the people, but he will realize that to his own countrymen he cannot turn for support, and sooner or later they discover their folly. Bourassa cannot succeed lim. Neither cen Monk. Neither can any other mon from the provinte of Quebec--until tle memory of this bye-election and its anti-British outburst have been atoned for and forgotten. The one lamentable feature of tlie campaign is. the attitude of the con- secvative party. Its leaders have be'n gloating over this outbreak of French hostility, this Uiplay of anti-Briti h temper. ~ Will they profit by it ? They may think = 80, but the governme;t that can succeed with the people at will | each other's throats will be a wonder, | The opposition has gloried in the Nationalist, upbpaval, and indeed directly contributed to it, and in due time it will have its dish of crow. ine TALK OF LYNCH LAW, The talk of the Montreal men, 1 ferred to in Wednesday's Whig, aud to the effect that lynch law would Le the result if a vigorous effort were | not made to punish the men who pre - TELEPHONE No. 66. Canada's first city is just now the scene of an outrage that has aroused the public indignation (o a remarkable extent. = Two girls, in their teens, were in duced to go for an auto drive. As a matter of fact it will cost less to light the city with the new than the old lamps. There will be a saving there. The capital ac- count, however, must be faced, and by Whom ? * Presumabl ly the Power Committee, and ;it will demur about having 16 finance a transaction without a reve nue that will be amply sufficient. The gas department is understood to be growing; and yielding a larger revenue. Eve'long it will order a cut in rates or a rémoval of a most obnoxious tax, namely, that for the use of me- tres, $2 a year, when the article costs between $7 and $9, and is guaranteed to serve for many many years. If the electric light department were making large profits it would be war- fanted in increasing the capital ex- penditure for the new lamps, but it in required to do a great deal at actual cost, and the machinery is wearmg out fast. Some of it should be replaced at once." So says Manager Folger. It will hardly carry the load that is put upon _it,_during the winter, and it does not pay to be replacing old machinery before : it. Has paid for itself or add unduely tg the indebtedness of the in- stitution. When the electric light plant was {aken over the Whig was assured that a depreciation account would be start- od in conpection With it of 35,000 a year, and' the Whig only supported the scheme of improving the plant at a cost of $85,000 with this understand- ing. It has been stated that this de- preciation account Was never opened, and for the reason that if $5,000 had keen charged against current revemue there would have been a deficit. Had the depreciation fund been pre- vided for, had all the caleulations for the department included it, the pres- ent situation would not have been so servative party. Its leaders have been the money for the lamps and the old machinery without a resort to any extreme in financing. EDITORIAL NOTES. In Toronto the drinking water is boiled, snd milk is heated to the boiling point. What is being done here? Is the board of health making every effort to determine the cause of the disease and eradicate it ? A---- Edmonton has two millions and a half invested in revenue-earning utili- ies. The management is vested in two commissioners, one of whom re ceives $10,000 a year, and if he makes the business go, (and he is supreme); he will get $20,000, The 'minister of labour is doing his best to get the striking conductors and tfainmen reinstated. He may not succeed as he desires, but it will not be for lack of trying. It's a pity Murdock and Berry had not as much confidence in him before They ordered the strike. -- There is just one word whichy des- cribes a two-column interview Hon. Bob. Recently, this concern entered into a merger with other manufacturers of wheels, and has since been flooded with or ders. The controlling interest in this factory is held by George Taylor, M.P. The main building was of stone, and thoroughly equipped with all up-to date facilities, capable of turning out 110. sets of finished wheels in ten hours, being fully "twenty-five per cent. in ad- vance of any like concern in the pro- vince. It employed somewhere gbout 100 hands, who are, by this calamity, thrown out -of work. The entire plant was covered licies, amounting in all to $137,00 , divided among several companies, The loss can mot as vet be even roughly estimated, as the lower flats, containing the principal machinery, ean not as yet be enteted. The drying kilo, with an immense quantity of | rubs, spokes, rims, etc., was an entire lots; upper flats of main building, en- tirely gutted; boiler-house, warerooms, offices and machine shop, the latter on the opposite side of the street, were shved. {The loeal fire brigade fought like heroes and deserve no end of credit for their work, and the thanks of the town ate due to the city of Kingston, which kindly sent a steam fire engine and company of firemen, accompanied by 'Mayer Couper, arriving .at a most opportune time, when the local bri- gade was well nigh all in, the arrival of help giving the needed stimulus, and soon the fire was in hand, The necossity of asking for assistance proves that the town manufacturers have not adequate protection, and the town will be compelled to take action and that at once, as the matter of 100 heads of families out of employment is a serious problem for any town council to cope with.
