Quebec, Jan. 17.--The principal part of opening proceedings of the forestry conservation convention was the ad dress of the chairman, Hon, Clifford Rifton, who spoke in.part as fol lows: "One of the most important propositions which the conservation commission has had to deal with was to dam the St. Lawrence river. The stand taken was in opposition to the project, on a variety of grounds set forth in a memorial presented to the international waterways commission, and it is satisfactory to know that the result of the opposition manifested bs other public bodies as well as our commission, has been to prevent the project from being authorized, and from present appearance, it seems un likely that persons seeking authority will be empowered by the United States congress to carry plans-without the consent of the Cana dian government. If this be correct, it is quite clear that nothing will be done until full opportunity is given for the thorough discussion of the project."
