The keynote of his ser- mon, or perhaps it might better be termed an address, was that of an appeal for higher education. The edu- cational work, he pointed out, should he popularized. Subscriptions for this work should be secured from the Masses, Reference was made to the amounts which had been received for the work in the past. Some had an idea that in giving to this work they were giv- ing to a small thing; this was not so, as it was a big thing. The work was progressing, and still greater results were being lookedgforward to. The speaker emphasized the fact that the great need of to-day was that of trained men. Such high and respon- sible work demanded the highest pos- sible qualifications. In the west, where there was great need for men, the cry was for men for leadership. Men were needed for these fields, who would be lenders of men, Men were needed who could organize. No good would be accomplished by sending out men who could not act as leaders. It means that the people after electing a legislature, virtually supersede it by undertaking to do much of the work of legislation them- selves. It is fancied, for instance, in some quarters that the people want a proposed measure. Then a certain sercentage of the electorate petition or a referendum on it. The legisla- ture, if the petition is sufficiently sign- ed, is bound to refer the question to the electorate. The decision of that electorate, instead of being merely an expression of the wish of the people-- as in the Ross referendum on prohibi- ton in Ontario--is of itself an sot of legislation, and the legislature has nothing to do but to provide means for its enforcement.
