Every effort possible, had been put forth to econopgize, and the committees were asking for only what was absolutely necessary There was some discussion over what should be done with the sum of $1,000 which is derived from the faculty of education for the use of the school of pedagogy. Trustee Elliott suggested that $600 be allotted to the funds of the colle giate and $100 to the public schools, the board to determine later as to the use of the movey. Trustee Richardson said the' money went into the funds of the board, and that it was simply a matter of book- keeping. It was finally agreed, that $700 be placed to the credit of the collegiate, and $300 to the public schools. A very high coal consumption at Central school caused some discussion. The report showed that there was a very large increase in the consumption of coal, and Trustee Meek wanted the matter investigated, {Coutinued om page 6.) April 4th was the date fixed evening by the city council for ratepayers to vote on the by-law raise £30,000 by debentures for purchase of Cataraqu bridge, and constructing "an eighty-foot span in the "centre of ity The finance compmt t# recommended the by-law as the best way of dealing with the Ontario Exploration Syndicate, which is con structing a pier and concentrator, for won shipments from the Wilbur mines, and which agrees to pay $4,000 of the cost of the bridge span, and indemnify the city against any loss through fail ure to operate, to the extent of $10, 000, Some of the aldermen suggested that the time for voting on" the by law to raise $40,000 for a new public school should be changed to April ith, but it was decided to let = each by-law stand on its merit, lest one should defeat the other. There was a discussion upon an editoral in yesterday's Standard which criticized the finance committee for the manner in which it had handled the bridge question. The article in juestion made these referencess- "There are two or three members of Kingston's city council who are eith: er fools or ¥naves . . In any caso they are no longer fit to git in the 'ity council, They should resign or their resignation should be demanded by the other members of council who were misled by the statements made yy these fools or knaves." Ald. Elliott arose to a question privilege, when the report of the fin nce committee was presented, and asked that the objectionable editorial oe read by the city clerk. Ald. Elliott leclared that this was not the first ime the council had been hounded by hat newspaper. He claimed that' it behooved the press to uphsid thie council when its members try their duty, He could say some things too, if he desired, but he would e sorry to call the writer of the ar ticle a fool or a knave. The commit tee, Ald. Elliott said, had acted reasonably in the bridge It, "had changed its former cision because it was thought to etter to buy the bridge, and anv im» provements would then be made on ity property The Standard had mocked the city corporation and was naking it all the more difficult t« ass the by-law. As it was in the of the city and of marine wit on a larger span than at ecided upon, there should have 10 such article reflecting on the men Ald. Elliott said he most emphatically © such motives the Standard attributed tosvhim as a member of the finance committee 2 Ald. Hoag also raised his voice against the Standard ediforial. While the finance committee may have made mistakes, he claimed that the motives attributed by the writer of the editor ial to the committee were unfair Ald. Kent pointed out that though the finance committee was now re commending a different course with reference to the bridge, no harm had been done. The council was just where it was two weeks ago. The agreement had not been signed. He could not sec however, where any mistake had been made. Ald. Carson declared that the com mitdee had tried to do the best it could, It was wrong for a paper to put a boulder in the way of an in dustry. The Peterboro Electric works had been Jost by that kind of tactics. He pointed out that by putting the bridge in shape, it would be a revenue maker for the city. The finance com. mittee had to move with haste, or lose the Omtario Baplaration com- pany. Mayor Graham stated that the com: mittee had held five or six special esting in regard to the matter and had done its utmost to safeguard the interests of the city. It was work: ng overtime, and yet was being knocked, "I'm not a particle sorry for what we did," exclaimed the may- of. who claimed that the $4,000 grant of the syndicate would go a tong way towards building the span. The committer at first was going to con struct only a sixty-foot span but concluded it would be better to do sothaet hing permanent by making a span of eighty feet.
