VALUES MOST POPULAR PLANK. Ottawa Cifizen Regrets That the Whitney Government Had Not Seen Fit to Adopt It. The Ottawa Citizen says under the heading of "'Frogressive Flank. "The liberal party in Ontario has shown itself particularly sensitive to public feeling in the adoption as a plank in its reconstructed platiorm of the principle of taxation on land val- ues. According to the published sched- ule of reforms to be advocated in the future by one of the great political parties in this province, the system wh industry is encouraged, and the holding of land out of use ren- dered ufiprofitable, is to find a fore most place. It may not be even too much to say that this particular plank will eventually prove the most effective and popular of the various measures to be advocated by the lib- erals of Ontario in their efforts to again control the destinies of the pro- vince. "It is a matter of regret that the government has allowed the opposition to forestall it in the advocacy or adoption of a principle which has sue- cessfully appealed to the democracy of Britain on three successive occasions, and which is today engaging the at- tention of progressive and enterprising localities OR the western half of our land. It is information like this that cheers the heart of the incbriate while it depresses the heart of '{ temperance worker, One class, through long ago, and during a local option con- test, asserted that the fewer licensed 3 places the greater the 'consumption of liquor, which seemed an absurdity. In fifteen years Canada grew some. Its record in every respect surpassed the record of any similar period, and by astounding degrees. Growth in population, expansion in public works, the date for the voting approaches. In 1875 there were 6,185 licenses gran in the province. This year the Humber is 1 875, and 209 of them are subject to the anproval of the people within three months. The lo- oal government takes credit for its enforcement of the license law. What about the temperance people, whose] k eternal vigilance is a check upon both the government and its licenses? FOOLISH CRITICISM the launching meet the ion amply of great schemes to new conditions, the provis- for the wanis of the young nation, necessitated growth in expenditure. Does the Gazette expect a sensible people in their right minds to endorse the idea that because the Laurier government spent more mon- ey than its predecessors it was gross- ly wasteful an extravagant ? Does our contemporary wapt one to believe that there will be re trenchment the current expenses now and that the Borden government will not spend any more than the Bowell 1895? And if not why does it indulge in foolish any in governmeént in criticism ? The complaint of the premier of this province, that the Hydro-Electric Com- mission has been hampered in the car- rying out of its schemes in the centre and east of the province, is not found. ed on fact, It has not been forgot: ten that Hon. Tardy enough acknow- ledgement of his ability and work ? Surely, surely. The promise of great things to Cen: tral and Eastern Ontario may ap pease the critics of the government and restore peace and tranquility within the party. But it will not be forgotten that only two or three days since, at a conservative meeting Whithy, the government was demned, and its supporter, Mr. Cal der, who saught renomination, was told publicly that he could not: pe elected. It is rather dis- appointing to find that the govern- ment of the day has thus far failed to recognize the growth of the sentiment in favor of tax reform in this direc tion, but now that the issue is fairly before the people the opportunity to impress the administration 'with the trend of public thought along these lines should not be neglected. The million dollars offered for good roads by the legislature in 1901 will, after payments have been made on good roads expenditure for the: cur- rent year, no longer exis. In fact more than $100,000 above what now remains will be needed to pay the gov- ernment's share of'road grants to the counties this year. There may be a change in the method of financing the good roads' modement in view of Premier Borden's announcement that federal subsidies would be given the provinces to improve the main high- ways, The government's share towards good roads now smounts to approxi- mately $200,000 yearly, which means that some = $600,000 is being spent every twelve months on the roads of the province. The total expenditure for good roads since the sot of 1904 has been about $3,300,000, of which the province, when the payments for the current year are made will have coutributed about $1,100,000, en ---------- A Unique Store, The big hat and fur store of George Mills & Co. is really three stores in one.
