Mr. Mondou-firoceeded to state that there was lots of things besides reci- procity which had affected the verdict of the people on September 21st. He denied that the prime 'minister and Mi. Monk had ever differed on the question, but even if they did they were then on the opposition benches. There was no difference now. - No Question of Policy. Toronto Telegram (conservative) A quibble, unworthy of Hon. R. 1. Borden, was expressed in the argument embodied in Mr. Borden's definition of the difference between ihe Monk poliey and the conservative ' policy in rela- tion to Canada's duty towards the defence of muritinie freedom. ! Canada did not understand that the difference between Mr. Borden and Mr. Monk was a difference on the juestion of fact as to whether Britain needed help. ras Canada hoped that the difference between Mr. Borden and Mr. Monk was more thin a difference on the Question of policy, as to whether Can- ada should help Britain, Britain's need may be a question of fact on which Mr. Borden and Mr. Monk may safely disagtee, _ Canada's duty is*no question of pol- icy, but a question of principle on which Canadians are going to line up against the Monks. and the Bourassa's, irrespective of what Hon.
