It was overwhelming. That is now admitted. Yet 'the unions were being advised that capital was oppressing labour, that capital was exhausting-its re sources 10 crush the party, that the MeNamaras were innocent and worthy of all help. Contributions were made cheerfully to their defence, and to the extent of about $200,000, Now labour takes the dignified cause of disowning them and demanding that their pun- ishment be made to fit their crime. There will be a violent outbreak of public opinion "against any deal which the 'commonwealth has and for a mitigation of the McNamaras" sen- tence, z The voters will have something to occupy their minds in the next mami- cipal election, They will not . only have to choose eo mayor--presuming that Mr. Graham's right to elaim a second term--and as many aldermen as there will be vacancies in the council, but there will be four by-laws. Each of these by-laws will have to be studied, and disposed of on its merits, and the Whig can see 'the possibility of some 'grave misunderstandings with regard to them. With regard to the council. people of the city. appear to be thoroughly tired of electionss There has been no desire. for a contest with regard to the provincial representa- tion.' There is a deadness with regard to the civic government. This may lead to a result not expected now. The indifference of the people as to who may eerve - them, or what they may do, is followed usually by an upheaval. Then the men who pro- fess not to care what the mayor and some one will challenge The i ep Something must be done to educate regard to the by- laws, That which concerns the loco- is coming It is the big issue, and every man who* values tho city's interests, and feels dis- posed to advance them, will see that it is carried. But the Whig can see that a great deal has to be done The same be said about the box works. and 8p motive works than it was expected. may much has to be. told. The questions sbout which there may be a distinet. variance of opinion are those which relate to the Hydro- Electric power and the reduction of licenses. The one is a mere referen- dum, and so ipdefinite that mo man can vote wpon it intelligently. The law requires that the people , must consent to a nerotiation fos power, but is it not a silly proposition invite the people to consent to ne gotiations without any understanding a8 to what they mean? If the Hy- to LIBERALISM al The Whig Kas been asked what ex- planation it has to offer for the fail- ure of the liberal party to nominate a candidate in Kingston, The Whig has no apology to offer. since 1873 it has | been advocating the cause of liberal- ism. It is not the custom of any po- litical party to ask the editors what they think of any platform before it is launched. It is 'taken for granted that the platform will' receive the en- dorsement of the press, Similarly the editors are not asked if they can sup port the claims of certain candidates. The mep ave put in nomination and 'the press is expected to support them. "In the thirty-eight fears the Whig has been a liberal paper--an independent liberal paper, in the best sense---it has accorded the party the most loyal and support. Heartily it has supported the candidates of the party and shared in their success and defeat. Its publisher for many years gave to ithe cause the best that was in him, [and his paper, which reflected his high- mindedness, bad to its credit the 2 {many acknowledgments of the party a on followed the appearsnce of on sooner , liberal party in' APPEALS TO THE ELECTORS. ! aldermen do deninnd a "clean-up" which but for them would not have been necessary. The comment of a Chicago paper, upon government by commission, was to the point. It does not make much ¢ifference, it said, what the form of government is if 'there is not behind it the public conscience, When the people are alive to their public duty, when they perform it without urging, when they are alert and attentive to every function of citizenship. the gov- ernment, will be right. What have tbe people, as a whole, in Kingston, done ahout the choosing of civie ropresentatives ? 'They do mot select the men they want "to serve them. They do not attend the meetings snd take part in the nomination pro ceedings, Apparently they do ndl care a fig who aspire for public office, and having nothing to do about the nomination of unworthy persons, want to have mothing to do with the election of them. What is the cure for this indifference ?. Government by commission ? THE BY-LAWS REFERRED. dro-Electric commission's offer of power at drtain rates, and for thirty years, were to be submitted, and the people were asked to vote yea or fay upon it, something would be ac- complished. But to ask them to per- mit the council. to negotiate for pow- er, without defining the terms, seems to the Whig to be ridiculous in the extreme. The license question will. excite the wildest _antiagonism. The council has been asked to submit a byrlaw which, if carried, means the closing up of ten places in which liguor is now sold. This is the nearest ap- proach the temperance people ean get to prohibition. Their justification is not 'presented. What the reduction may mean upon the city's revenue, upon the rate of taxation, upon vested inferests, has not been stated by any one. The teachers of the successful candidates were also present by invitation. E. H. Godfrey, representing the as- sociated board, tendered an express ion of respectful gratitude to the Duke and Duchess for their gracious reception and to the Duke for his kindness in personaily presenting the certificates which, he said, for this rea son would always possess for the re sipients a greatly enhanced value. His royal highness in reply, said, that it had given himself and the Duchess of Connmught, the greatest pleasure to present the certificates. As of Royal College of Music in the hold ing of these examinations, he knew something of the hard work which the winning of their certificates had en tailed upon both teachers and pupils Loving music himsell from his very soul, and taking ths deepest interesi in it, he congratulated both teachers and pupils upon their suceess, and he only hoped that another year he might have the pleasure of welcoming a larger number of candidates cessful in passing the examinations. h Ste Publicly Owned Telephones.
