The new public school in Rideau ward will, it is expected, be ready for use in September next, and hence the committee on property, in connection with the board, of education, i¥ pro- ceeding to consider the improven.ent of three other schools in order: to make them sanitary, The board» of health demands this, and in the nat- ters coming under its purview it is omnipotent. The purpose is--as soon as their classes have heen transferred to' the new school, probably next midsummer --to reconstruct Cataraqui, Rideau and Louise schools, at a cost of about £10,000. The sum seems large, buinit represents a lot of work and of equipment which ris necessarily expen- sive. The demand on the council for the necessary funds may be inconven- ient, but it cannot be avoided. One thing more has to be remember- ed, namely, that notwithstanding the additions' contemplated, in the teach- ers' salaries, the per capita tax is low, $2.98, and that for this the very highest valug is given. The govern- . ment publication, issued hy the' On- tario 'Department of ~ Agriéulture, Municipal Statistics, 1910, presents Kingston's tax rate for schools as the lowest in the province. The figures 'are not correct. The fact does not reflect creditably upon the statistical department of the bureau of industries. Care should be taken to keep capital and mainten- ance accounts separately, and becguse they have not apparently been separ- ated the result is a report which is certainly confusing. © The municipalities have been ex- changing figures in their own account, and the Whig presents in an adjoining column the correct per capita, exclu- sive of capital charges. Even then Kingston is the third Jowest in per capita tax, the calculation being bas- el on the amounts collected from the and separate school purposes in 1910. The capital charges for the same year were about 28c. per capita, and with 'the new school added they would aggregate 40c. per capita. He read this mist business-like notice of a church of this- town, with some surprise, and came to the conclusion that it was perhaps meant for a little jolt at a sister congregation. He since learns that members of the latter do not relish the hoast, of its up-town rival. The Lampman supposes that all members of the town's Scottish socie- ties have heard the story of the mau, who, when asked by a sporting friend what the closest race he saw, replied that he had once been io Glasgow and tha! there he had seen the closest in the world, The ollice, a man was reading some correspondence and said' it was written by a Scotch man, because it was penned on sheets wns ever "race" other day, in an had been used for an- other purpose. It happened that the guess was correct. It costs money to he elected mayor Kingston. Although ex-Mayor Cou per received an acclamation the second year of his term, the Lampman is pretty positive that the $1,600, hono- rarium he received did not cover his expenses as chief magistrate. The pre eent mayor, so the Lampman learns, is out of pocket as a result of having the honor of serving as mayor of. the town, and an acclamation for 1912 would no doubt, have heen wel comed by him to recoup himself. But after all, is it not worth while being mayor of Kingston? 'The position is' certainly : not for a man of small means, for Kingston has many ex: penditures that other , places even larger have not. Once again the Lampman ¢laims that the honorarium of the mayor should be at least $1, 000. of It is to be hoped, the Lampman says, that the icemen of the town will store a larger amount of jee this winter, than they have done for the past few years. They have had seve ral experiences of shortages, and should take heed. Let them do as the rich man of the parable did--pull down their old barns and rear larger ones. The Lampman agrees that a woman prefers a pathetic play to a comedy. Men, he says, 'like a good laugh, but ve is satisfied that the dear ladies prefer to sit in the half-darkened play- house and shed teays over the sor- rows of some poor victim, forgetting that they are merely witnessing play acting.
