Another consideration which has been discussed. by Mr. Taft's advisers is whether the paper industry should be exposed to the competition from foreign ° countries when other industries get the benefit of a protective duty. Mr. Taft and his advisers feel that the most satisfac tory method of disposing of the ques- tion will be to have the case decided by the United States eustoms court. The treasury department has re ceived many protests from importers against the payment of duty on wood pulp and print paper from foreign countries, It is probable that a test case will be taken before the United States appraiser at New York and appealed to the United States cus- toms court here.
