Blue Sky Law in Manitoba, Toronto, July 18.--Ome of the most interesting developments in connection with Canadian finanée in many years is to be found in the snactment of the Sale of Shares Act in the province of Manitoba. This legislation is, in effect, a "Blue Sky" law, and is modelled after the similar code in the state of Kansas Its purpose is to put a stop to the sale of worthless scrip, and to keep the promotérs of unsound and in- secure 'investments' out of the west. The most startling feature of the Sale of*Shares Act is that it is hav- ing an effect which has presumably not expected by its spomsors. The regulation provides under a penalty of not less than $50 or more than $500, or in default of which six months in jail, that it shall be un- lawful for any one to sell, offer or attempt to sell any securities not incorporated under a Manitoba charter without first having ob- tained from the public utility com- missioner a certificate in the man- ner povided. } The law as quoted means that the majority of stocks traded in on the Toronto or Montreal exchanges, as well as those in New York and London, cannot be offered for sale in Manitoba, without the parties offering them first getting a certifi- eate from the commissioner.
