ye. YEAR 79 -NO., 193 INQUIRY: n BE. HELD INTO POLICE GRAFT To Pe Investigated in New York Soon. | TO LOOK AT ALL PHASES SUPREME COURT TO LOOK INTO THE SYSTEM. It Will be Presided Over by Juslice Goff==News Calls Leaders of New York Underworld to the City==A_ General Shake Up. New York, Aug. 19 A general investigation into police graft in all its phases to be undertaken by the extraordinary session of the su- preme court, presided over by Jus- tice Goff, who has been designated by Gov. Dix to sit in the trials of Police Lieut, Hecker and ) others, charged with the murder of the gambler Herman Rosenthal. News that the - supreme court would conduct grand jury inquisi- tion, with Justice Goff having full powers of compelling 'testimony and inflicting penalties, caused, a panic in the underworld to-day, and many gamblers and othérs hurriedly le ft the city, It has been supposed that the ap- pointment of Justice Goff was only for the purpose of trying the Rosen- thal murder cases, but it leaked out that the extraordinary session of the supreme court would begin & John Doe enquiry that would delve into the innermost relationships between the police and keepers of gambling and disorderly houses. It is thought court - enquiry Leave is would accomplish much more in the way of bringing | to light the facts than the aldermanic "Investigation, as the question: has been raised whether the aldermanic committee would . have power to force witnesses to testify. Under- John Doe proceedings Justice Goff can call gamblers and keepers of disorderly houses and force them to tell how much money was paid for police protection and to whom the money was paid. The aldermanic enquiry, it is expected, will co-operate with the ork of the supreme couft. Evidence is in the hands of Dis- trict Attorney Whitman that dis- orderly houses in the city paid over $1,000,000 for police protection during the last year, and that this money went to certain police in- spectors and others "higher up: The punishment inflicted upon inspector Hayes by reducing him to the rank of captain and then sus- pending him on the charge that he falled to keep his district olean, is belinved to be a forerunner of a general police shake-up by Police Commissioner Waldo, who is now convinced that the police have de- ceived him as to gambling and' vice conditions, Commissioner . Waldo said: "There Is proof now of laxity and bad work on the part of certain in- spectors and policemen. It these mon have been downright crooks the truth will come out and they wiil be punished. If they have erred through stupidity or carelessness, they will be regwired to change thei: ways, or I will fire them from the department." _ Received Confiematory Evidence. New York, Aug. 19.--District At- torney Whitman to-day had an in- terview with Samuel Schepps, who is befng brought here from .Hot Springs, Ark., in connection with the Rosenthal case and is- to-day, detained at Poughkeepsie, where he will stay under guard of Attorney Whitman's detectives until he can be spirited into New York unnoticed It is possible that he will not be brought here till he is actually need vd before the grand jury. Whitman stated he had received from Schepp: all the confirmatory evidence he needed for, his case, - TURKS DESTROY CHRISTIAN TOWN Threaten to Exterminate Population in Revolt. Thereupon the "Turkish troops using artillery, destroyed a number olf Chistian villages lying in the plains, while other detachments of 'Lurkish troops on the way from other districts burned the house of Christian resi denis while they were passing through the village. i The Turkish authorities are said to have threatened to exterminate the Christian population which 18 Tn rd volt in the district bordering on Montenegro, What May Happen.
