FREER PR EPP EE RRP PPP R RP The Man On Watch FRddblb blob bbb Pb bbb bd bb Sb If it is British justice to free a murderer and refuse the petition of the Women's Christian Temperance union for the release of a mother from the penitentiary, the Lampman thinks the sooner Canada is annexed to Mexico the better. It is not sc long ago since Minister of Justice Doherty was prevailed upon to free + Glengarry man who in cold blood (or hot blood if you wish), shot to death a drug clerk of Carp. On the pretence that the confrer of Cain had an ailmemt, the minister of jus. tice could not free him any too soon. But the woman must serve her time n the prison! The honorable the minister of justice does not recog- tize the W.C.T.U. Mayor Rigney is the only lawyer in the town council, and the council- nen depend upon him to interpret he law to them and guide them aright. The Lampman does not wonder that they do not wish him 'o retire from the council board. Fhe time was when there were gen- >rally two or three lawyers in the own council, which benefited by "heir presence. Now they are disap- pearing. The lawyer has been - a much-abused man, and does not re- 'eive his due--that is, the honest lawyer, not the pettifogger. The Lampman would advise his friends not to be misled by 'the brilliant colored gauze on peach baskets. The top row looks quite blooming and charming, but one townsman informed him that ibe- ieath the nice colored flimsy ma- terial there were green peaches ind of course little ones in the bot- tom of the heap. The elusive pea that used to be seen at the 'fall fairs is not the only deceptive thing in the world. If the street car company wants to help Kingston and itself at the same time, it should give something better than a twenty-minute evening service now that 1,500 students are to be added to the population, until next spring. The Lampman asks the company if it is not worth while to coax or educate this additional pop- ulation to ride on the cars. A twen- ty-minute service will not do it. For the benefit of the people going to the evening places of amusement, the ten-minute service should be con- tinued an hour later--that is, until eight o'clock. The Lampman is in- clined to think that it would pay the company. His friend "Hughie," might try it, anyway. In Belleville the other day a cow walked into a store on Front street. The Lampman is not at all surprised. No doubt the co-boss thought she was in pastures green, and was rather offended when the proprietor and the store clerks woke up and chased her out into the street. The Lampman sympathizes with militia boards. Think, he says, of the humiliation of perhaps half a dozen of the Hon. Sam Hughes' of- ficers having to meet to investigate and report as to whether jugs will hold water, or whether moths have eaten into a few greatcoats to such an extent that the department at Ot- tawa wishes to know if they are fit for use again. Horrors! ' -- Dean Starr and the Lampmnian seem to have aroused the gentle flock call- od the Brethren, whose leaders an- noufice that they believe the Bible in its literal sense. . As the Lamp- man does not, there is no common ground to work. upon He has no apology to make with regard to his comment recently upon 'saints in the making." A straw vote in Portsmouth would show a chorus of '"ayes' for caging the desperadoes who have been giv- ing the prison officers so much trou- ble. The Lampman has read the letter of 'Prison Reform," sympa- thizing with the desperadoes, but cannot concur. These convicts have the same chance given others to be- have themselves, and if they decide to remain villians, and raise their hand against the law-abiding, they deserve no sympathy, As they are seemingly bevond reform, by all means keep them caged.: THE TOWN WATCHMAN. Montreal, Sept. 13.--"¥You are doing nothing less than murdering people by using such filthy milk cans as thoss just shown to the court. Such per- sons as you ought not to be allowed to keap a store for the sale of food to the public. You are a disgrace to your business, and you must expect no mercy when you are brought before me."
