Deseronto, Jan. 19.--<An explosion of a_ very serious nature occured at the Olympic Powder company's plant at Deseronto Saturday morning at 11 o'Cloock, As'a result an employee nam- ed Daniel Brant was instantly killed A number of the female employees were very badly burned. Mrs. 'Bald- win's burns proved to be about the worst, She is very seriously injufed. I'he 'injured people were taken to ther homes as quickly as possible after: the accident and medical attendance was provided. The packing house was completely wrecked. < Brant, who was in charge 3f the cantridge machine, wis in the build- ing devoted to the making of the cartridges. In the same building were several girls whose duty it was to roll and wrap the cartidges as they are turned cut of the machine. MORE RIGID Asiatics Must Possess $200 Before They Can Obtain Entry Into Canada. Jitawa, Jan. 19--No new restric- tions of regulations are intended in the orders-in-courcil just passed by the government regarding the land- ing in Canada of Asiaties. The two aew onders, which deal respectively with the manner by which such immi- grants may come to Canada and the amount of money which they are re- quired to hava, are intended to super- sede the old drders-in-counctl, which were recently declared by Chief Jus- tice Hunter, of Vancouver, to be ultra vires. The reason advanced by his lordship was that the orders-in | council exceeded the statute from; which they sprung. Clause 37 of the Immy{igrajion Act frovided that the government may prohibit. the landing in Canada of any who have come other than by, continuous journey from the country! of which they are native or mater] alized cit'zens. In the order-in-covn- cil which sprang from the statute the word "nataraized' was left out; ana by this omission Judgq Hunter found that the order exceeded the statue. By the new order just pasted the word "naturalized" is inseried so that thet order may conform with the sta- tute. Ottawa, Jan. 19.--After the social functions of last week, the business end of parliament got to work at 2 o'clock this afternoon. The debate on the address took precedure ov- er all other business and the firs speeches of the session were of Il PF. McLeod, successor of 0. S. Judge, wy the constituency of York, N.B, the mover, and J. O. Davelee, mem- ber for Belle-chasse the seconder. When the address has been moved and seconded, Sir Wilfrid Laurier will deal at some length with the speach from the throne, with special reference to these things which it does not contain. Sir Wilfrid will comment upon the absence of any re- ference to navy, to the wawiff or to} prevailing conditions throughout the! cuntry. He will make reference to the dissipation of the em- ergency, as indicated by the govern- ment's failure to submit naval legis- lation of any kind. Sir Wilfrid will undoubtedly conclude by moving an amendment regretting the inaction of the government and its failure to deal with the pressing problems of the day. Round this amendment, the debate for some days will hinge. It is understood that Mr. Borden, in the course of his reply, will give the government's explanation of its reason ' for not introducing the navy bill this season. He will declare that it would be futile to reintroduce the measure while the government con- tinues to be in the minority in the senate. He will not, however, outline any measure of sendte reform, other than that which will be brought about by flux of time; and by a bill for ine creased re tation dn the upper house, which heads the list on the or- der paper. There is talk of an amendment being introduced by the opposition advoeat- ing the placing of wheat on the free list. ' It has not been decided, however, whether to introduce it in connection with thé address, or lateywn as a separate resolution.
