When I had the honor of coming into office I found we had approxi- mately an overdraft of some $18,- 000.00 to face, but of this amount re were able to place the sum of $5,- 100,00 in debentures. This was the amount passed by the council of 1914 towards the Patriotic Fund and which reduced our overdraft to some $13,000.00. Some of the main items of extra expenditure this past year are as fol lows Tarvia Garbage Incinerator Street lighting Board of Works, grant $1,800 2.500 2,800 2,600 additional 1,600 Total $11,100 To offset these amounts we were budget general expenditure some-- | $2,800; and had an increase ingen- | | eral revenue over | mate, which was | very conservative | 300. Leaving approximately a deficit of some $4,900. This is it should be and it is gratifying to know that do- ing so has enabled us to recover this means sums sufficient to offset our increased expenditure of about $4,900 a conservative estimation of revenue is not only wise but sound financing as City's High Financial Standing. It is most encouraging to those in terested in the financia' standing of the city to note the high position in the world of finance which we enjoy We placed this past year some $106 - 145 worth of bonds which were sold at a rate averaging 5 3-32 per cent This is a splendid record and most gratifying when we consider the rates obtained by other muniecipali- ties namely: Windsor 6 per cent, To- ronto, London and Hamilton, 5% per cent and Ottawa 63 per cent. Aside ! from the financial saving it reflects greatly to the credit of our City Treasurer and his depariment and shows that the Finance Committee watched the markets closely and took advantage of their opportuni- ties Bonded Debt Of The City. The total bonded debt of the city as on the 31st of Dec. 1915 is $1.- | 726,428.48 and is made up as fol- lows: €ivic bonded debt outside Util- ities $1,105,620.48; Civic Utilities, $620.908, total, $1,726,428 48. As the indebtness of the Light and Water Plant takes care of itself out | of earnings they do not concern us | as to the tax rate and all we have to | deal with is the sum of $1,105,520,- [48 * During the next nine years the payments on many of our bonuses | and otber issues of debentures will | cease aggregating in the neighbor- hood of some half a miliion dollars, and if a period of economy is main- tained, and this 1 advise, a systema- | tic scheme for permament pave- | ments can be undertaken with safety | and no danger of encroachment en | the tax rate. This is not enly build- | ing along the lines of the city beau- | titul, but along the lines of sanita- | tion and in the long run will be the | more economical. | There were several schemes which I would like to have seen under- | taken this past year, and amongst | them I might mention the following: Street Re-Numbering. This is badly needed and 1 had hoped the Board of Works would have brought in some recommenda- tions this past year. Tha. return are fully up to last year, which was an exceptional year, and the percentage of outstanding taxes is extremely small. This is not only gratifying to the city but reflects greatly to the credit of the Collector Mr. Newlands and his department Business Conditions.
