Berlin, via Amsterdam, Féb. om Unless America waives disavowal of the sinking of the Lusitania, or agrees to submit the question to Hague arbitration, an amicable ad- justment of the German-American controversy is -impossible. This is the unanimous view taken by Ger- man officials and the Berlin newspa- pers to-day. The Lokal Anzeiger, one of. Ger- many's most influential newspapers, declared to-day that Germany has done her utmost to prove her friend- ship for America. The newspaper further declared that Germany can- not admit that the sinking of the Lu- sitania was in violation of interna- tional law Officials endorsing this pressed the hope that Col. E. M. Washington, Feb. 4. Deep pessi- mism prevails in official circles over the latest communication om Ber- lin on the Lusitania question. It is reportéd to-day that Secre- tary of State Lansing has received a report from Ambassador Gerard at Berlin, and has forwarded this to the President. It is known that President Wilson will not yield in any particular in the demands he has made on Germany. It is kpown to be his belief that a crisis may develop with Germany on the Lusitania issue at any time the United States Government feels un- able to "'dicker" longer on the ques- tion, and some understanding must be reached this month.
