COUNCIL'S QUICK WORK PASSED BUDGET AND DID BUSI. NESS IN HALF HOUR. A Record Established in Civie Gove ernment--Board of Works Un- decided About Oiling the Roads. The City Council estat dd a re- cord on Monday evening in the de- spatch of business at a budget meet- ing. BM met as the city clock struck the hour of eight and at 8.30 the mayor and aldermen left the Council Chamber with all business transact- ed, which included reading of com- munications, passing of committee repoiits, passing of the budget and passing of two by-laws. From time immemorial there always was a dis- cussion--and generally a very live one----on the budget appropriations. Here was what happened last even- ing after the committee raports were put through: Ald. Kent arose and moved that the budget as printed be adopted. Ald. Litton seconded the motion. "Alvin favor," said the mayor. Up went all hands, and his worship declared the motion carried, and the budget fixing the tax rate at 29% mills was passed. Two by-laws were then passed, one levying 27 %- mills for 1918 on the rateable property of the city for general purposes and.the other levy- ing one mill for garbage collection and disposal.
